Controversies and Challenges of Mais Médicos in Brazil: Foreign Doctors, Cuban Withdrawal, and Bolsonaro’s Rehiring

The Mais Médicos do Brasil program is offering almost six thousand vacancies to health professionals. In this sense, more than three thousand Cubans dedicated to this labor sector have registered. However, the Cuban applicants will have to compete once morest the more than 34 thousand registered Brazilian professionals. It is valid to clarify that in this call South Americans have priority in access because it is their country.

For this reason, the Brazilian government has tried to increase the representation of doctors from that country with dissimilar incentives. Examples of this are: salary supplements and educational opportunities. This was stated by the EFE News Agency.

In other words, 58% of those enrolled in the Mais Médicos program are professionals trained in Brazil. However, 42% are foreigners or Brazilians educated outside the nation.

According to data from the Ministry of Health in Brazil, of that 42%, 9.5% (3,235) are professionals trained in Cuba. But preceding the Cubans, 4,294 professionals from Paraguay (13%) and 4,846 professionals who practiced in Bolivia (14%) appear registered.

Controversies of Mais Médicos…

Precisely, this considerable percentage of doctors trained abroad has been one of the most controversial points of the program.

For this reason, the Federal Council of Medicine was once morest the right granted by Mais Médicos to practice in Brazil. All this without demonstrating the training and preparation of the doctors.

Likewise, Brazilian right-wing media and politicians have already denounced some issues regarding Cuba. The truth is that these groups allege that the country appropriated a majority percentage of the salary paid to doctors.

A clear example of total opposition to this program was Jair Bolsonaro. The former Brazilian president had promised to review the way Cuban health professionals are hired in his country.

Likewise, it demanded that the Caribbean doctors revalidate the title, and work under the same working conditions as those hired in other countries.

Result?: Cuba withdrew its doctors from Brazil in November 2018. However, in 2020, the Bolsonaro government rehired 2,350 Cuban doctors who were working in the program and who decided to stay in Brazil.
