The establishment of community roaming is a major issue in the economic zones of Africa. With this in mind, ECOWAS, EAC and SADC are multiplying initiatives aimed at establishing a single network between their respective member countries. Thus, Ghana and Côte d’Ivoire become the first ECOWAS countries to implement community roaming. According to the Ghana National Communications Authority (NCA), subscribers traveling between Ghana and Cote d’Ivoire will now be exempt from international roaming charges. Thus, Ghanaian subscribers will receive calls in Côte d’Ivoire without roaming charges and will pay local Côte d’Ivoire rates when calling Ghana from there, and vice versa. The two countries have implemented the regulation relating to roaming on public mobile communications networks within ECOWAS, and signed a memorandum of understanding to this effect last February.
Discussions should be initiated with other neighboring countries to extend community roaming. Indeed, the NCA has already signed a memorandum of understanding with the Regulatory Authority for Electronic Communications and Posts (ARCEP) of Togo for the implementation of bilateral roaming. The neighboring countries of Ghana and Côte d’Ivoire concerned are Burkina Faso, Liberia, Guinea and Mali. This initiative is part of the ECOWAS vision to make telecommunications a tool for economic integration, thus promoting the free movement of people, goods and services, and strengthening the active participation of citizens in regional economic activities.
