The Government delegate in Castilla y León, Virginia Barcones, this morning welcomed the student civil guards and trainees who are completing this training stage in this province at the Burgos Command. To complete this one-year training, 50 civil guards of the 175 who will carry out this training in Castilla y León will arrive in Burgos. During her speech, she highlighted that the number of members of the State Security Corps and Forces has increased by 9.8% since 2017.

Virginia Barcones has welcomed the new trainee agents to Burgos, thanking them for having opted to dedicate their lives to the service of citizens. “It is one of the noblest decisions that a Spanish citizen can adopt”, she has highlighted, while serving others is “serving the Homeland”.

The Government delegate recalled that the Civil Guard is one of the institutions best valued by citizens, a situation that is no different in Burgos and Castilla y León. She added that from 2017 until now, 912 Civil Guard and National Police officers have joined this Community, which represents an increase of 9.8% of the workforce.

The Government delegate has told the new trainee agents that Castilla y León and Burgos have a large area and a low population density, a peculiarity for which the work of the Armed Institute is essential as a cohesive element of the territory.

Virginia Barcones has stressed that the citizens of the Community have the same rights as any other part of the country since “security is a fundamental right because without security there is no freedom. And without freedom there is no democracy”. That is a responsibility that falls in part on the members of the Civil Guard, which is why he has urged them to maintain that confidence of the Castilians and Leonese: “Proudly show that even the most remote town in this province can count on you in case necessary”.

TRAINING PROCESS

Regarding the training process of the civil guards, everything begins with the opposition that must be approved. It consists of physical tests, knowledge and psychotechnics, medical tests and a personal interview with a psychology cabinet. From there he obtained the status of Civil Guard student and entered the Academy of Guards and NCOs of Úbeda-Baeza (Jaén) during a school year.

Once the student phase is approved, the status of Trainee Civil Guard student is obtained. The guards recently arrived in Burgos are in this phase. This phase lasts one year and is carried out by working in citizen security posts or service centers with civil guards who are already professionals.

During this phase they are evaluated by their post commander (who is the immediate head of the Unit where they are). It values ​​various factors such as punctuality, initiative or camaraderie. At the end of this year there is a week of recycling where the student civil guards and trainees return to the Baeza training center and end this phase with a review of the entire academic year and with practical case studies.

Once the internship period is approved, the status of professional Civil Guard is acquired.

HISTORICAL MAXIMUM OF CIVIL GUARD AND NATIONAL POLICE

On the other hand, Spain will reach 156,453 National Police and Civil Guard agents, the highest number of members of the State Security Forces and Corps in history, with the gradual incorporation into their police stations or barracks, during these summer days, of the latest promotions of agents who have passed the initial training process in the academies of each body.

The previous historical maximum had been set in December 2011, when the State Security Forces and Corps registered a total of 155,149 troops. As of that date, the National Police and Civil Guard staffs underwent a sharp reduction process that led to the fact that in December 2017 both staffs added only 142,072 troops.

With the incorporation these days to their destination stations of the students of the XXXII Promotion of the Basic Scale of the National Police, the staff of this body grows to 74,458 troops. With regard to the Civil Guard, once the students of the last promotions from the Baeza Academy (Jaén) and the Valdemoro Young Guards College (Madrid) arrive at the barracks, the staff will reach the 81,995 members.

The organic growth of the National Police and Civil Guard staff has been possible thanks to the five successive public employment offers called by a joint initiative of the Ministry of Finance and Public Function and the Ministry of the Interior, all of them with replacement rates of over one hundred percent.

This commitment to calls with a much higher number of offers places than the casualties to be covered has allowed a total of 14,381 net places to be recovered since 2018, a figure that combines the 13,077 troops that were lost in the 2012-2017 period.
