Two months before the parliamentary elections on November 19, 2021, the Fundación Democracia Viva, linked to the Democratic Revolution (DR), was an organization in formation. However, at that time he advised at least two DR deputies: Jaime Sáez Quiroz and Consuelo Veloso Ávila. Both contracted the services –including tickets– of communication consultancies. In the same way, the foundation advised three other former candidates who were not elected, but who are currently in government positions: Daniela Carvacho, former candidate for deputy for Los Lagos, today Seremi de Educación of the same region; Daniela Dresdner, ex-candidate for senator for Biobío, today a presidential delegate for that region; and Paz Gajardo, former candidate for re-election as Core in the Maipo Province, today chief of staff of the Cauquenes Provincial Presidential Delegation.

However, the entity, through its members and executive members, advised at that time at least two DR deputies, the party founded by the Minister of Social Development, Giorgio Jackson.
These are the DR parliamentarians for district 26 of Los Lagos, Jaime Sáez Quiroz, and district 18 of the Maule Region, Consuelo Veloso Ávila.
It’s not the only thing. Similarly, the foundation provided advice to three other candidates, one for the Senate, one for the House, and a third for Core, none of whom were elected. However, they currently hold positions of trust in the Government of President Boric.
In the latter case there are: Daniela Carvacho, ex-candidate for deputy for Los Lagos, today Seremi de Educación of the same region; Daniela Dresdner, ex-candidate for senator for Biobío, today a presidential delegate for that region; and Paz Gajardo, former candidate for re-election as Core in the Maipo Province, today chief of staff of the Cauquenes Provincial Presidential Delegation.
As explained in the RD, the deputy Jaime Sáez Quiroz is one of the founders of the RD, and is considered close to Minister Jackson, as well as the deputies Catalina Pérez and Maite Orsini. He cultivates a wide network of contacts in the Broad Front of the Los Lagos Region. In fact, they explain that he maintains “excellent relations with the Transport Seremi, Pablo Joost, and Education, Daniela Carvacho”, who works together with his brother, Maximiliano Sáez, in the distribution.
Daniela Carvacho was a candidate for deputy for Los Lagos on the Approve Dignity list, along with Jaime Sáez, although in November 2021 only he was elected. However, both – according to Servel records – were advised by members of Democracia Viva, in October and November 2021.
As recorded in the rendering of electoral expenses of Deputy Sáez, he was advised on communications matters by the former vice president of the Fundación Democracia Viva, Tomás Flores, who for his services to this He submitted a ticket for $1,400,000.
The current Education Seremi has a close relationship with the legal representative of the Fundación Democracia Viva, Daniel Andrade. In fact, in some photographs they can be seen relaxedly together with others and other authorities from the Regional Ministerial Secretariat for Education.
Andrade, a mechanical civil engineer from the University of Chile, also advised the seremi Daniela Carvacho (RD) in her 2021 parliamentary campaign, thus presenting two ballots. Although not for services linked to his specialty, but rather for another talent: that of communications.

The former candidate of the Democratic Revolution rendered two fee slips for services: for “Communications Headquarters”, for $847,458, in October 2021, and for “COMMUNICATIONS HEADQUARTERS 2021 TO PAY CASH ON DELIVERY”, for an amount of $338,983, in November of the same year.
The DR founders of Democracia Viva also advised the current deputy Consuelo Veloso Ávila. In the statement of expenses of her parliamentary campaign, there is a bill of fees in the name of Tomás Flores for “Audiovisual recording and editing of the Consuelo Veloso parliamentary campaign”, for $350,000, in November of that year.
The long arm of the questioned Fundación Democracia Viva, linked to the DR, also reached the campaign of the former candidate for senator for the Biobío Region Daniela Dresdner, current regional presidential delegate for Biobío.
Indeed, she was not only advised by one of its members, the engineer and ex-boyfriend of deputy Catalina Pérez (RD), Daniel Andrade, but also the current delegate of President Gabriel Boric in Biobío was part of the board that founded Democracia Long live December 2021.

Also recorded in the minutes are treasurer Doris Pinto Manquenahuel, current adviser to Subtel; the secretary Catalina Guzmán Cáceres; and Javiera Martínez, adviser to the Minister of Energy, Diego Pardow (CS).
According to the information available in the Servel, the presidential delegate of Biobío, Daniela Dresdner, issued a ballot on November 19, 2021, under the concept of “Advice on Strategic Communication Daniela Dresdner Campaign payable”, for an amount of $3,902 .511, for the services of engineer Daniel Andrade.
In addition, the current chief of staff of the Provincial Presidential Delegation of Cauquenes, Paz Gajardo, in her campaign for re-election as Core in the Maipo Province, also received two ballots from Andrade, for $1,242,937, for “Communication Consulting and Audiovisual Services”.
In Congress, senators and representatives showed surprise and some indignation at the new precedents.
“A parliamentarian can have different people who help him in his campaign and hire him and pay him. However, from the political point of view, in this plot, it has to be clarified in a very reliable way how far the borders of a party, of a person and of a foundation reached, because here they are intermingled and even up to the State”, he said to The counter Socialist Senator Juan Luis Castro.
The PS parliamentarian added that “there are the borders of what has to be clarified from the judicial point of view, from the point of view of the Comptroller’s Office, in short, it is not reprehensible first that the same person at one time has helped paid for, but what is interesting to know is whether or not there was coordination here to defraud, whether or not there was money from the State that was delivered for someone else’s purpose, something that a ticket said or not , if there was illicit enrichment, if there was a criminal or fraudulent purpose, and that is part of a delicate investigation that progresses every day.”
His independent peer for Magallanes, Karim Bianchi, pointed in the same line. “All the people who in one way or another have been involved in this organization, which, more than a foundation, seems to be a profit-seeking organization through affiliation with a political party and affinity with a government. So, I think everyone involved needs to be investigated. Now, the events that have occurred in the campaign may not necessarily constitute a crime. These people were candidates, it is necessary to see if the benefits have already been made or not, I think that time has passed, but I think that all these people have to be investigated,” Senator Bianchi told The counter.
The deputy Tomás de Rementería (PS) was more benevolent in his gaze: “I think that in the case of the deputies, I don’t know if they might have a future vision of what was going to happen with the people of Democracia Viva. But obviously it should be investigated and I assume that their works were done and they were done. But I think obviously in this we have to be as transparent as possible with our campaign accounts and see what was done. In this case, I do not believe that the deputies have done it with bad intentions.
From the RD bench, the only deputy who agreed to deliver her vision was Ericka Ñanco. “I am not aware of this situation (…), it has been very difficult for me to follow the case step by step,” she assured from her district.
