There is no money for spare parts either
In a press release delivered on Friday morning, the Federation of Railway Transporters Unions in Romania, led by Rodrigo Maxim, protests once morest the lack of revenue and expenditure budgets at CFR Călători and CFR SA in mid-2023. Another dissatisfaction is related to the withholding of 10% of the compensation/subsidy budgets and the fact that CFR Călători operates on a smaller budget in 2023 than in 2022.
FSTFR criticizes the allocation of insufficient funds for the purchase of new spare parts, for the replacement of defective or missing parts from CFR Călători locomotives and wagons, the continued degradation of travel conditions due to the lack of funds for rolling stock repairs and the investment fund, the allocation of insufficient funds for hiring on vacant positions in execution functions and performing many overtime hours.
The trade unionists are outraged by the maintenance of the I locomotive drivers at salary classes lower than the maximum class, although the generational change has partially taken place and the I locomotive drivers with the maximum salary class have retired.
A law with problems
Ceferists are also outraged by the delay in the application of Law no. 195/2020 regarding the Railway Staff Status for CFR Călători employees. “Even if the discussed option would be implemented. but not negotiated, for the application of Law no. 195/2020 regarding the Statute of the railway staff from July 1, 2023, in this version, the salary of locomotive drivers, locomotive inspectors, traction shift leaders and training engineers will be maintained at the same salary as at present”, the release states.
For all these reasons, trade unionists represented by Rodrigo Maxim take to the streets on Monday for a protest rally between 10:00 and 12:45 near the park in front of the Ministry of Transport and the entrance to the parking lot in front of the ministry.
Also, the mentioned trade union federation has distributed nominal tables in the territory by signing which the employees will bring to the knowledge of the workplace manager (depot manager, SELC/PL) that starting from July 1st if by applying Law 195/2020 they remain at the same salary as it is at present and it is not even ensured that the wages of locomotive-automotive mechanics I, shift leaders, locomotive inspectors from SNTFC CFR Călători SA are at the same level as their colleagues from SNTFM CFR Marfă, they no longer agree with overtime. The signatories will only perform the monthly work rate, invoking as a legal basis art. 121 of the Labor Code and art. 42 point 8 of the Collective Labor Agreement at unit level for the years 2022-2023.
And the National Railway Federation, led by Grigore Mare, expressed its dissatisfaction, following a meeting with the secretary of state in charge of coordinating the railway sector, Ionuț Cristian Săvoiu, and the general directors of CNCF CFR SA and SNTFC CFR Călători SA.

Thus, starting from July 1, 2023, at the level of the two companies, the provisions of art. 18 of Law no. 195/2020 regarding the minimum ranking coefficients, which will lead to the “flattening” of the salary scales, with several categories of employees finding themselves with basic salaries at the same level.
Starting from December 2023, following the collective negotiations at CFR Călători level, a salary scale will be returned with the realization of the difference between the salary classes. The same thing will be done at CNCF CFR SA, but this promise can only be assumed following the rectification of the state budget, which ensures the necessary resources.
“The National Railway Federation Mişcare Comercial Vagoane does not share the solution advanced by the managements of the two railway companies regarding the equalization of the basic salaries of the employees, an aspect that will generate the multiplication of the already existing dissatisfactions, and requests the application of ranking coefficients with the maintenance of the gap between salary classes starting from on July 1, 2023”, the Executive Office of the FNFMCV sent.
