The Minister of Energy and Natural Resources of Neuquén, Alejandro Monteiro took advantage of the visit of the Secretary of Energy, Flavia Royon to the province and demanded that they be summoned “in the shortest possible time” for determine what will happen to the dams once the concessions expire. The president explained that they have not yet received responses on the requests sent.
«I had the opportunity to be with the Secretary of Energy here in Tratayén (Vaca Muerta), who came to tour the gas pipeline work (Néstor Kirchner) and I we once once more claimed the need for a call in the shortest possible time to be able lead to concrete definitions considering the position of the provinces”, he marked in dialogue with Ya es Tiempo on RÍO NEGRO RADIO.
He stressed that the province has “all the grounds and the right that assists us for those claims”. Together with Río Negro “we have been working for quite some time in relation to what the future of the electrical uses that we have in our region will be,” he recalled.
«Much of our concern is a correct administration of water resources that meets the needs of the population and the region and not only the production of electrical energy”, he commented. With the reform of the National Constitution in 1994 “the provinces are original holders of the resources and we must be in some way the ones who authorize the use of water for any purpose«.
Governors Omar Gutiérrez of Neuquén and Arabela Carreras of Río Negro had formed a technical commission to have an “analysis of the situation, of the different alternatives,” he explained. The report they prepared was sent to the former Secretary of Energy, Darío Martínez, and to the current secretary, Flavia Royón, “where We propose a consensual exit between the Nation and the provinces«.
The document addressed the future of hydroelectric plants, taking into account that “within the alternatives there was the possibility that each of the dams would be reversed or returned to the National State that are expiring in their concessions and define a scheme for future use. This is how the idea of a tripartite company between the Nation and the two provinces to manage them.
«We do not see any specific progress on an answer of those that we propose. So we acted from the province of Neuquén sending notes together with the State Attorney, requesting that a conversation area be put into operation to work on a consensual solution between all parties, “he stressed.
Monteiro pointed out that “we had entered into an informal dialogue with the Department of Energy. We talked regarding these ideas. But waiting for a specific proposal we find the instruction given by the Secretary of Energy to Enarsa to take over the administration of the companies as of August 11.”
