Facing Climate Challenges Together: The Riyadh Declaration and Joint Action for Climate Change

The “Riyadh Declaration”, which sanctioned the work of the 2nd Ministerial Meeting of Arab Countries and Pacific Island States, underlined the need to face the “increasingly catastrophic and dangerous climate challenges at all levels “.

The “Riyadh Declaration” highlighted “the importance of joint action to address climate change effectively and urgently”, welcoming the efforts of the United Nations and the results of the Sharm el-Sheikh Summit (COP 27) and the holding of COP 28 in Dubai.

In this sense, the meeting took note of the “Pacific Islands Forum Declaration on Safeguarding Maritime Areas from Sea Level Rise Related to Climate Change, which defines marine areas established in accordance with the Convention United Nations Convention on the Law of the Sea (UNCLOS) of 1982, and the continued enforcement of related rights, regardless of any physical changes caused by sea level rise associated with climate change”.

The Pacific Islands Forum had declared a climate emergency in the Pacific region. It was agreed to work together to implement the Paris Agreement.

The speakers therefore called for stronger and more ambitious climate action to limit global warming to 1.5% above pre-industrial levels and for collective efforts to provide additional and appropriate financing, technology transfer and support for capacity building in developing countries to support their commitments in the fight once morest climate change.

The Declaration recorded “the particular situation of Pacific Island Developing States and Arab States with regard to access to finance, emphasizing the importance of “keeping marine resources free from pollution resulting from waste, radioactive and plastic”.

And to stress the importance of international consultations, respect for international law and independent and verifiable scientific assessment of the protection, conservation and sustainable management of the oceans and their resources, as well as the centrality of financing and the transfer of green technologies for a transition to a green economy.

The representatives of the participating countries expressed a common will to strengthen cooperation and establish partnerships between the Arab countries and the Pacific island countries in various fields of common interest, including diplomatic relations, economy, trade, investment, renewable energies, tourism, transport and environmental protection.

The meeting further underscored “the need to respect the cultural and civilizational specificities of peoples, and to work to promote dialogue among civilizations and cultures, in a manner that contributes to the achievement of peace and development for all mankind”.

The speakers agreed to “proceed for the conclusion of a memorandum of understanding between the two parties to deepen cooperative relations (…) and to establish a forum for cooperation between Arab countries and Pacific island states in development”.

The Kingdom of Morocco is taking part in this ministerial meeting with a delegation led by Farah Bouqartacha, Secretary General of the Sustainable Development Sector under the Ministry of Energy Transition and Sustainable Development and including, in particular, the Moroccan Ambassador to Saudi Arabia, Mustapha Mansouri, and Ambassador Director of Asian Affairs and Oceania at the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad, Abdelkader El Ansari.
