Vienna (OTS/RK) Today, Monday, June 12, 2023, the Vienna City Council’s commission of inquiry into Wien Energie held its twelfth meeting in the Vienna City Hall.

Peter Pollak, former head of the presidential department in the Vienna magistrate, was called to appear before the commission as the first witness. The commission’s questions to the witnesses concerned the following topics: professional positions of the witness; Witness vacations in summer 2022; involvement of the witness in the creation of the emergency powers; first perception of the term emergency competence in July 2022; Contents and examination of the document on emergency competence; reaction of the mayor to the presentation of the business item; Duration and content of the conversation with Mayor Michael Ludwig on July 15, 2022; Examination of the urgency of the emergency competence by the witness; Contacts of the witness with Municipal Department (MA) 5 on July 15 and with Wiener Stadtwerke in July 2022; Witness’s perceptions of mayor’s request mentioned in email; Discussion with the mayor on the type of emergency competence; relevance of the purpose of the credit framework agreement; Transmission of information to the office of Deputy Mayor Christoph Wiederkehr; Contents of inquiries from the Deputy Mayor’s Office Manager; concerns of the witness once morest the publication of the emergency competence; possible exercise of emergency competence through a circular resolution in the city senate; possible indications of the witness to the mayor regarding the priority of certain types of emergency competence; possible discussions of the witness with the finance city council on the publication of the emergency competence; necessity of information for members of the city senate on emergency competence; Focus of the conversation with Mayor Ludwig on July 15, 2022; unusualness of the entire emergency competence situation for the witness; first point in time when exercising the second emergency competence in August 2022; possible witness access to the mayor’s diary; examinations of the business by the competent municipal departments; Discussions with the Vice Mayor’s Office on the second emergency competency.

The second witness was Johannes Jungbauer, a former consultant for energy issues in the office of the city councilor for finance and a former member of the supervisory board of Wien Energie. He provided the commission with information on the following matters: professional functions of the witness; Witness vacations in summer 2022; Involvement of the witness in the exercise of the two emergency powers; Contents of a meeting at the end of August at Wiener Stadtwerke; Discussions with City Councilor for Finance Peter Hanke in connection with emergency competence; perception of the witness on the liquidity of Wien Energie in 2022; Participation in and topics of the jour fixes between Wiener Stadtwerke and City Councilor Hanke; Communication flow between the speakers within the business group; assessment of energy supply in summer 2022; Trading strategy of Wien Energie on the energy exchange; Course of the Supervisory Board meetings of Wien Energie; perception of the witness to the need for an Austria-wide protective shield for the energy sector; Involvement of the witness in the reporting system of Wiener Stadtwerke to the City of Vienna; need to set up a crisis team; first perception of Wien Energie’s liquidity bottleneck by the witness; possible threat to the security of supply for the Viennese.

As the third witness on the day of the meeting, Andrea Faaast, Deputy Chairwoman of the Supervisory Board of Wiener Stadtwerke, was questioned on the following matters: professional functions of the witness; Perception of the witness to the flow of information to Mayor Ludwig and City Councilor Hanke regarding Wien Energie’s liquidity requirements; Information to the witness regarding the exercise of emergency competence; Resolution of the credit framework agreement by the Supervisory Board; Topics of the Supervisory Board meeting on June 28, 2022; perceptions of the witness on the effects on the energy market following the beginning of the war; Criteria for appointing a member of the Supervisory Board; Information regarding the conclusion of the credit framework agreement and the access to the credit; Participation of the witness in a supervisory board meeting at the end of July.

The next meeting of the municipal council’s investigative committee is expected to take place on Friday, June 23, 2023 at 10:00 a.m. in the Vienna City Hall.
