The department of Valle del Cauca celebrates that it now has a public animal protection policy, which was approved in the Departmental Assembly.
His intention is to create a culture of interspecies coexistence in which they are recognized as sentient beings.
“It is the product of many years of work of the Valle del Cauca Animal Movement, its leaders; likewise, of teamwork from the animalist seat, which I represent in the Assembly, with the Government of Valle del Caucato build this policy,” said deputy Catherine Morales.
According to Morales, this policy defines strategies, actions and resources to advance in the eradication of violence once morest all animals by changing imaginaries, discourses and practices of domination and contempt for animals by considering them inferior and non-sentient.
In this way, the guidelines were defined to generate this cultural change from three fundamental axes:
- Promotion of a culture of non-violence, recognition and coexistence with animals.
- Prevention of violence once morest animals.
- Adequate care of violence once morest animals from a differential approach.
The actions that contain these axes will impact the departmental public administration and the municipal mayoralties, providing them with management tools, educational processes in schools and families, and organizational processes in the territories for the protection of animals. Among these actions, the following stand out:
- The creation of an institutional instance in charge of leading and directing the plans, programs and policies for the protection of all animals.
- The Animal Protection Observatory.
- Strengthening and promotion of conscious enterprises.
- Attention route with differential approach.
- Pedagogical tools for cultural transformation from school and families.
“We are super excited because the truth is that this is a starting point that will be very useful to people who fight for the issue, to foundations and people who love animals and help them. We are going to have many tools to know where to go, what to do and how to do it, which was part of what we did not have ”, said the social manager of the Valley, noting that from the public policy the creation of an early warning system for cases of abuse and care routes for them is established.
The Action Plan of the Public Animal Protection Policy contains the prioritized actions that are relevant for each of the axes. This action plan defines the corresponding activities, goals, indicators, deadlines, resources and those responsible.

Paragraph 3. “The central administration is allowed to make modifications to the action plan in accordance with the guidelines issued by the DNP, in which they require goals that are in accordance with the Public Expenditure Programmatic Classification Manual at the time of its execution and inclusion in the Plan of Departmental Development”.
