Jura Association of Communes: Restructuring for Better Defense of Municipalities

The Jura Association of Communes is becoming more professional. The AJC held its assembly on Wednesday evening in Glovelier. Its members have come out in favor of a restructuring. An amount of 30,000 francs has been released in the 2023 budget to hire a project manager, as well as another of 20,000 francs for the return of a secretary post. It was a desire of the new committee, formally elected during this session for the 2023-2027 legislature, in order to have a strong AJC, which is more efficient in bringing solutions to communities. “The goal is to direct the AJC towards better defense of the municipalities, we will start by reviewing the statutes, which date from the foundation in 2009. We need someone who can help us in the operational. It was regarding the survival of the AJC, it is not the mayors by making committees between 12 p.m. and 1:30 p.m. who can deal with all the points that come on the table, it was not possible to continue like this. We are looking for a project manager who has political and administrative experience, who can go and work on the files, with the widest possible panoply”, explains the new president of the AJC, the mayor of Boncourt Lionel Maître.

The commitment of this project manager, who will also have to study the consultations and highlight the points of vigilance, has given rise to many debates, not on the substance, but rather on the form. Some felt that the budget proposed for the position was too modest and that it was necessary to provide more resources, or even to define beforehand the missions of the AJC and to draw up specifications. The majority of mayors, however, followed the committee’s proposal, which wishes to be able to move forward to find the rare pearl who will submit these proposals.

Lionel Maître will be accompanied within the committee by Philipe Eggertswyler (Porrentruy), Sylvain Quiquerez (Grandfontaine), Damien Chappuis (Delémont), Christian Zuber (Soyhières), Éric Dobler (Haute-Sorne), Catherine Erba (Saignelégier), André Tschudi ( Le Bémont) and Gabriel Martinoli (Le Noirmont). The members of the Jura Association of Municipalities also accepted the 2023 accounting forecasts on Wednesday evening, which provide for a profit of 21,330 francs.

This assembly was held in the presence of Rosalie Beuret Siess, Jura Minister in charge of municipalities. She noted that “the financial and structural challenges awaiting communities require collaboration between the municipalities and the canton to ensure an acceptable situation for everyone”, and that for the government and its administration, “it is important to rely on an association umbrella of the municipalities as strong as possible”.

In addition, the “Jura 24” association, through its president Marie-Josée Portmann, came to present its concept to celebrate the 50th anniversary of the plebiscite of June 23, 1974 which led to the creation of the canton. The project will take the form of an exhibition on the past, the present, the future and the timelessness of the Jura, which will be deployed throughout the territory following the route of the railway lines. It will take place from June 24 to November 11, 2024. /emu
