Health Experts Unite to Urge Withdrawal of Controversial Health Reform Bill: An Open Letter to President Gustavo Petro

More than 140 people who have worked in the health system, including former ministers such as Alejandro Gaviria, Rudolf Hommes and Alberto Carrasquilla; as well as former vice ministers, technicians and academics from the health sector, sent a letter to President Gustavo Petro, raising the main concernson health reform
, and, furthermore, asking that the bill be withdrawn from Congress in order to start a new one.

In the document they make it clear that despite the fact that numerous requests and interventions where experts, users, patients, hospitals, businessmen, doctors and workers in the health sector have expressed their concerns and proposals, they feel that they have not been taken into account. And they pointed out that “the discussion has seemed like a monologue in which a single vision has been imposed.”

Furthermore, they explained that With the reform, the Government has not considered the risks of making such drastic changes in the health systemand with a transition from one system to another that arises in a confusing way.

“What has been stated so far also makes it possible to foresee setbacks in terms of rights that users of the health system enjoy today: we lose the right to choose our insurer, in the portability of the service in the national territory, in having a health benefits plan clear and enforceable at all levels of care, which is also the same for everyone regardless of ability to pay, in having 2 an agent that represents us and is fully responsible for all health services, and in the mechanisms to guarantee our rights, which, like guardianship, are not clear given the lack of definition and overlapping of roles between the new institutions created by the reform,” said the letter.

That is why they asked for a pause in the process, the proposal is withdrawn and a technical table is opened in which all the actors of the system can actively participate.

“We believe that it is desirable and possible to find common ground in which these reforms become a historical milestone and not a social setback. We sincerely appreciate your attention and hope that our commitment as active and participatory citizens is recognized. We trust in your commitment to promote an inclusive dialogue and constructive that leads to the search for solutions that correct the Colombian health system,” the letter pointed out.
