The President of the Republic announced, on April 3, the development of a ten-year “pain and palliative care” plan as well as a bill relating to the end of life.

To give substance to this commitment, Agnès Firmin Le Bodo, Minister Delegate in charge of Territorial Organization and Health Professions, wanted to set up a strategic body responsible for prefiguring the ten-year plan “palliative care, management of pain and end-of-life support in France” 2024 – 2034, and to entrust its chairmanship to Professor Franck Chauvin. Public health physician, former president of the High Council for Public Health, director of the Institute for Prevention and Global Health at the University of Saint-Étienne, Professor Franck Chauvin has in-depth knowledge of the system and the players in the health as well as medico-social which will be invaluable in carrying out the work entrusted to it.

In order to understand all the aspects opened up by this work, Professor Chauvin will rely on the expertise of 3 qualified personalities [1] as well as on the intervention of several experts in palliative care and other specialties particularly concerned with palliative care and pain, hospital and liberal health professionals, or even foreign experts.

This body is also intended to conduct a consultation process with stakeholders, including caregivers, volunteers and families, as well as ethics specialists.

A first progress report is expected for mid-July 2023, in order to objectify the scope and structuring of the ten-year plan “palliative care – pain management – end-of-life support”. In accordance with the guidelines set by the Prime Minister, this ten-year plan will be presented at the end of 2023 and will pay particular attention to the methods of deployment and the operational dimension of the expected transformations.
