The fact that in St. Petersburg “rose” sales of new cars, told the readers of “Fontanka”. According to them, since the beginning of May, dealers have been accumulating cars that they cannot give out to customers due to lack of documents. “Physically, he is in the cabin, but I can’t issue and pick him up. I started checking, called several dealers of different brands – and everyone complains, ”said Fontanka reader Nikita, who cannot pick up the booked car.

According to Petersburgers, problems arise with imported cars – in particular, with popular Chinese brands Changan, Haval, Chery, Omoda, Exeed. The employees of the salons themselves refer to the fact that the FSUE “NAMI” Ministry of Industry and Trade has delayed the issuance of the title, without which it is impossible to transfer the car to the buyer, said the clients of “Maximum”, “Avtopole”, “Mega Auto”, “Avtostyle”, “Fast and the Furious” and other dealers .

At the time of publication, the press service of FSUE NAMI did not respond to Fontanka’s request. But the market participants themselves confirmed the existence of the problem, although they differed in their assessment of its source.

The Russian Association of Auto Dealers (ROAD) reported that the situation is more related to parallel imports, in which it is necessary to obtain certificates from NAMI. “Dealers have confirmed that there are isolated cases of clearance delays for cars of brands or models new to Russia, but the problem will be resolved in the near future,” the press service commented.

The dealers themselves assess the situation much more critically. “This is a serious problem that hinders us. We have hundreds of cars in stock, which we paid for and which we cannot give back to the client, because there is no PTS,” says Sergey Morenkov, co-owner of the Avtopole group of companies.

Delays began regarding six months ago – following the transition to electronic OB vans. “While there were paper TCPs, there was no such problem,” Sergey Morenkov comments. Mass problem became two months ago. “More than half of the cars without a PTS come,” he says.

This mainly concerns Chinese brands, since they account for the bulk of imports – Chery, Omoda, Changan. “There are bottlenecks at the customs, because of which the car arrives, clears customs, it is given without a title, and then it comes,” the entrepreneur notes.

According to unofficial data, the FCS offers to pay for overtime work. “Since the Chinese refuse to pay, there is no PTS,” Sergey Morenkov notes. Another possible reason for the issuance delay is problems with the GLONASS devices that cars should be equipped with. “Either there are not enough of these devices, or they must pass a certain registration,” he adds.

As a result, both importers, customers and dealers suffer. “We have invested money, we pay interest to banks. The client, as a rule, pays a small advance, the car is standing and waiting for the title. This period can last a month or two,” he explains. According to the entrepreneur, car dealers have already applied to the ROAD with a request to send an appeal to the government on this issue.

In the “Maximum” the delay in the issuance of titles affected 25% of the cars, said Executive Director Mikhail Zhukov. Some of them were ordered by customers, some were not put on sale by the dealer.

According to him, the situation was provoked by difficulties at customs. So, in mid-April, for two days, customs operations in the Russian Federation were paralyzed due to a malfunction in the functioning of the unified information system of customs authorities (UAIS TO). The FCS explained that the cause of the failure was a cyber attack “on the IT resources of the FCS of Russia, which began on April 10.” “Customs stood for three days, some data disappeared, and those cars that at that moment were in the process of importation and customs clearance are now facing delays in issuing titles,” says Mikhail Zhukov.

“This also affected parallel imports, which dealers clear customs themselves, but some distributors say that their cars also got there,” notes the executive director of Maximum. Customers have noticed a delay in Chinese cars, since they are the majority on the market.

Representatives of the Federal Customs Service have already met with car dealers last week, says the top manager. “The customs honestly said that the problem with the release of the TCP arose because they might not spread the payment of the recycling fee or some other customs payments on the cars, but they were reducing the delay at an accelerated pace and would clear the tail by the end of May,” Mikhail Zhukov notes.

“Maximum” has received a large number of PTS over the past three days. “If we close May, 20-25 cars that would have been issued in May will not be issued,” he says. Within a few weeks, the issue will be completely resolved, the top manager hopes.

“The volume of cars imported from China has grown, and there is, of course, a delay in obtaining a title,” comments Alexander Shaprinsky, development director at Pragmatika (Changan, Kaiyi, Geely). However, in his opinion, the problem occurs more often for those who work with parallel imports. But Pragmatika has only a handful of hung cars and customers have to wait no more than a week.

According to Avtostat, in April 2023, St. Petersburg dealers sold 3,938 cars. The most popular brands were Lada — 746 new cars were registered, Haval — 524, Chery — 484, Geely — 471, Exeed — 314.

In March, 70.8% of cars imported to Russia came from China. In second place is Kazakhstan (12.6%), in third is Belarus (3.8%).
