The government’s plan to fight once morest social fraud is becoming more precise every day. This Monday, Gabriel Attal defined ambitious objectives in this area, while the shortfall for public finances would be between 6 and 8 billion euros per year, according to a recent report by the Court of Auditors.
In an interview at “Parisian”, the Minister of Public Accounts has thus assured that the number of adjustments will double by 2027. “We are going to create a thousand additional positions in the five-year period to fight once morest social fraud and invest 1 billion euros in information systems , in particular to better cross-reference the data. It is a ten-year project for which I am setting a first stage: in 2027, we will have twice as many results as in 2022. We would approach 3 billion euros adjusted, ”he indicated. In addition to the savings made, it will be a question of “taking back control of our social model, of what we give and to whom we give it”.
Inflate the workforce of the Urssaf
In the viewfinder appear in particular the frauds with the contributions. “Today, the Urssaf recover 800 million euros per year”, according to the minister. “I want these adjustments to double in 2027.” To do this, “we are going to increase the Urssaf workforce by 60%, or 240 full-time equivalents,” he announced.
He also intends to attack “ephemeral companies”, sometimes without real activity, which benefit from the aid granted by the State. “Today, two procedures are used to organize these ephemeral companies: universal transmissions of heritage (TUP) in countries where one cannot go to recover the debt, or amicable liquidation”, he summarized . “From now on, TUPs will have to be published with a sixty-day opposition period for the administration. For amicable liquidation procedures, the partners must present a certificate to demonstrate that they have no social and fiscal debt”.
With regard to microentrepreneurs, such as deliverers on behalf of companies such as Uber Eats or Deliveroo, Gabriel Attal assured that the platforms should pay “at source” their contributions “by 2027”.
Towards an abandonment of the biometric vital card
Another sensitive point: health care fraud, once morest which the government is preparing several measures. In the viewfinder, certain health professionals, who may be disapproved “from this year” and whose penalties may reach 300% of the amount of the fraud. But also patients tempted by “illegal medical tourism”, in the words of the minister.
The government thus wishes to move “gradually towards a merger of the Vitale card and the identity card in a single secure card, as is the case in Belgium, Portugal and Sweden”. With, in passing, the abandonment of the biometric vital card project: “It would be very expensive, 250 million euros per year. Doctors are not particularly in favor of taking fingerprints of their patients, ”argued Gabriel Attal.
Finally, Bercy intends to better target retirees living outside European borders, in order to identify the cases of recipients who have died but who continue to receive allowances. “Of the 500,000 retirees outside Europe, 300,000 residents in Algeria, it is the fruit of history”, recalled the former government spokesman. “We sent controllers to Algiers to shed light on this subject. Out of 1,000 “almost centenarian” retirees, 300 non-compliant files were identified”. While around 500,000 pensions are paid in non-European countries, “we are going to launch a control program for all pensioners over 85 located in these countries”, he indicated.
