In terms of digital health, the electronic patient file (EPD) is still struggling to seduce the population of Vaud. The Canton therefore wants to facilitate and accelerate its access by simplifying its opening. It multiplies the counters and offers video identification from a smartphone.
After nearly two years of existence, around 2,900 people have opened their DEP, Vaud State Councilor in charge of health Rebecca Ruiz told the media on Tuesday. “It’s still too little,” she said. It is therefore necessary to facilitate as much as possible this new service “which is progressing at its own pace” in general in Switzerland, according to the minister.
As for health professionals, 633 Vaud institutions (medical practices, hospitals, EMS, etc.) have joined the CARA platform, an intercantonal association which launched the DEP at the end of May 2021 on behalf of the cantons of Geneva, Valais, Vaud, Fribourg. and Jura. It lists nearly 1800 in total.
Data protection ensured
Faced with a reluctance which might be explained in particular by the “fear of data protection”, Ms. Ruiz recalled that the Canton had opted for a sovereign digital identity solution, VaudID-santé. “It guarantees its population a very high level of security for its medical data as well as the assurance of respecting its private sphere, since neither the administration nor the insurers have access to this information”, she underlined. .
For DEP to fully develop its potential, a critical mass of users must be reached, both in terms of patients and healthcare professionals, according to Ruiz. Although there are no firm objectives, it would nevertheless be important for at least 50% of the French-speaking population to open an electronic file by 20230 in order to facilitate the digital health movement, he indicates. on the side of CARA.
Inscription en 30 minutes maximum
To meet this daunting challenge, the head of the Department of Health and Social Action (DSAS) says she has “pulled out all the stops” to simplify the procedure for opening a DEP and increase the number of counters where to inscribe. Without reducing the requirements in terms of security, insisted Ms. Ruiz.
It is now possible to obtain your electronic identifier and open your DEP in one go at network counters. Obtaining both your VaudID-santé and your DEP can thus be done in half an hour, we are assured. Another novelty: it will now be possible to identify yourself by video with a smartphone.
Additional offices have been opened by the regional health networks: an intercantonal counter at the Riviera Chablais hospital (HRC) in Rennaz, another at the intercantonal hospital of La Broye (HIB), as well as counters at the Hospital Group of West Lake Geneva (GHOL) in Nyon and at the Lausanne Regional Health Network, and soon once more at the CHUV.
Practical improvements needed
Came to testify at the press conference, a patient spoke of his personal experience with the DEP, opened in June 2021. After some difficulties in understanding the system at the start, Eric Pilet said he then got used to it fairly quickly. “I appreciate being clear in my care process, being able to follow the evolution of my illnesses and being fully involved in my health,” he said.
Among the concrete improvements, Mr. Pilet would like the installation of an alarm system informing that a new document has been deposited in the DEP. The time between a consultation, a review, an analysis and its publication in the DEP should also be shortened. Interoperability between different computer software and systems also poses problems, he said.
A CARA official also indicated that the average age of patients who opened a DEP is around 52 years for the five partner cantons of French-speaking Switzerland, with a range ranging from 30 to 70 years roughly. It also notes a rising share of minors.
