Gelderland, the largest province with the largest agricultural and nitrogen tasking, will not be able to achieve this in time, mainly because the national government has not yet got things in order, writes responsible deputy Peter Drenth to the Provincial Council.
Gelderland will send the minister an overview in July of (nitrogen) plans that the province has been working on for years. In order to finalize those plans, at the earliest at the end of this year, crucial, still missing information from the government is needed, according to Drenth. “Such as an agricultural agreement, a regulation for peak loaders and elaboration of the paths for farmers who stay.” All these matters have not yet been regulated by the cabinet. It also requires a lot of money, according to the director, and there is still no clarity on that either.
Gelderland has been working for years on the new layout of the seven regions in the province, taking into account the necessary nitrogen limitation. Once the cabinet has created clarity, the province will submit the plans to municipalities and nature and agricultural organizations and their supporters, following which the Provincial Council will take a decision. The province thinks the first measures might then be started in 2024.
Most provinces are struggling with the July 1 date, also because not a single province has a new Board of Provincial Executives yet. Gelderland has the biggest task of all provinces and at the same time is a major part of the solution for the Netherlands, says Drenth. Gelderland therefore wants to have “serious money”. But it is already clear that all provinces together are asking for much more money than Minister Van der Wal has available.
