The Carnet de la Patria was created in January 2017 by President Nicolás Maduro, as an “articulating instrument between the State and the Venezuelan people,” according to what was reported on the website of the National Telecommunications Commission (Conatel). Its objective is, mainly, the integration of Venezuelans into the system that grants economic benefits, such as: Hogares de la Patria, Gran Misión Vivienda Venezuela, Mission José Gregorio Hernández, Plan Parto Humanizado, among others. In the same way, the allocation of special bonuses that are delivered gradually throughout the year.
