Swiss Security Policy Commission approves war material exports: Implications for Swiss neutrality and the Ukraine conflict

On Thursday evening, the Security Policy Commission (SiK) decided: The export of war materials should be allowed under strict conditions – especially to Ukraine. The decision follows that of the National Council commission – now the draft law can be drawn up.

Opinions differed not only in Switzerland on the subject, criticism was also voiced internationally: The Federal Council has so far maintained its neutrality and refused to pass on war material. Even if other countries, for example Germany, acquired them years ago and now want to pass them on.

The parties deal with the conflict differently. The party had previously rejected the expansion of sanctions once morest Russia in order to maintain Swiss neutrality. The argument remains: the People’s Party does not want to release arms to Ukraine in order to maintain neutrality.

After yesterday’s decision, parliamentary group president Thomas Aeschi is not yet showing his cards. “The SVP will discuss its position on this business at its parliamentary group meeting on Tuesday, May 30th,” he said when asked.

Whether the SVP will hold the referendum following the parliamentary decision remains open. With the upcoming debate, however, the discussion regarding neutrality will be fueled during the election campaign. This should come in handy for the SVP, since the collection of signatures for the neutrality initiative is currently underway.

The SP has spoken out in favor of arms exports to Ukraine – despite the party’s fundamentally pacifist stance. Cédric Wermuth is behind the decision. The party president wrote on Twitter that he supported the indirect transfer of arms to Ukraine under certain conditions. “We are not available for a general easing, as the armaments lobby wants.”

Wermuth has already positioned itself in the past for arms deliveries to Ukraine: Ukraine has the right to defend itself with armed force. Those countries that can supply weapons should do so, he told Blick in February.
