“Studies say that in Latin America a million Latin Americans have died due to the conflicts brought regarding by the illicit economy, most of them humble Colombian men and women,” he said.
It’s a catastrophe, a disaster and it has to be replaced
Besides, He said that the cartels have become “true private armies of drug trafficking with the best of the weapons that are sold to them in the United States” for which “Pablo Escobar would turn pale to see them.”
“Due to the crossings of the illicit market, democracy has been destroyed. Instead of falling, drug consumption has worsened. It is likely that the low demand for coca has to do with the fact that Americans have changed their tastes” he added.

According to him, efforts should be focused on a public and preventive health policy instead of criminalization: “Our government will not give up an international space to debate head-on with the powers that be that the so-called war once morest drugs has failed. It is a catastrophe , a disaster and has to be replaced.”
Petro called on the Congress of the Republic to take the step regarding the legalization of that economy because “Colombia can have a great commercial advantage.” Of course, he anticipated that the issue of the coca leaf is different.

“We do little if the coca leaf plant is replaced by a corn plant, if there is no buyer, if there is no industrial transformation, if there are no means of transportation, if there is no market to buy the corn” said the Head of State.
He also reiterated the need to reach peace, for which he believes it is essential to establish ceasefire zones with the ELN. He proposed that “it can be territorial” and that you can choose a specific region and then gradually expand it.
“Let’s choose it. I’m not imposing it, let’s discuss it,” he said.
His proposal recalls the demilitarized or demilitarized zones that governments in the past have dealt with groups outside the law. For example, former president Andrés Pastrana established the Caguan to advance the peace process with the Farc.
President Petro’s defense of the vice president’s trip
At the end of his speech in Nariño, he highlighted the tour of Vice President Francia Márquez through Africa: “They said ‘what are they going to do in Africa, what are they going to talk to those blacks if they are poor?’ Well, we come from Africa, one of our roots is there.”
Petro strongly criticized what he called “rich whites”: “Don’t think they don’t have black blood in their veins because they do.”
