The National Order of Nurses welcomes with satisfaction the announcement of the Minister of Health and Prevention concerning the opening of work on the nursing decree. It calls for this process to be completed quickly and makes concrete proposals to finally improve access to patient care and the attractiveness of the nursing profession.
On May 12, International Nurses Day, the Ministry of Health and Welfare begins work to overhaul the profession and the nursing decree which dates from 2004.. François Braun thus announced on CNews the launch of a “major consultation” with professionals and a training reform from the start of the 2024 school year. “refound this nursing profession, which has not been modified since 2004”, he indicated. “It’s been 20 years since we last changed the nurses’ skills decree […]. Me, what interests me is to give missions to the nurses, and, in these missions, they will work hand in hand with the doctors. This is also how the doctor will be able to take care of more patients”.
The National Order of Nurses considers that this is an important step which follows the awareness-raising work that it tirelessly carries out with the public authorities on this major subject. Since the announcement, in February 2022, of the reform of the decree by the Minister of Health at the time Olivier Véran, the Order, supported by all the nurses, has continuously recalled in the public debate the importance of reform of the decree, whether during the presidential campaign or within the framework of the CNR Santé in which he actively participates. The increase in skills and the strengthening of the autonomy of the nursing profession within a coordinated exercise, and in cooperation with doctors and other health professionals, which the reform of the nursing decree should allow, are in fact essential to a reform of the health system putting the patient at its centre.
The National Order of Nurses is now waiting for the work begun to quickly lead to a satisfactory conclusion, because the urgency is real, in particular to meet the needs of the 6 million French people without attending physicians and without access to a local care offer, and to allow the integration of future regulatory changes in the training cycles of the nursing profession.
He expects above all that the reform of the decree does not lead to half-measures and allows real concrete progress. so that nurses can provide patients with all of their skills.
The Order recalls that nurses are ready for these developments.
The Nursing Consultation conducted in November 2022 by the Order showed that 96% of nurses felt that, to make the profession more attractive, they needed to be given more recognition and autonomy and that 94% therefore considered it urgent to update the decree.
Patients themselves are in favor of this approach as shown by an OpinionWay survey carried out last November for the Order. More than 8 out of 10 French people said they were in favor of nurses carrying out new missions, as soon as the attending physician is informed, such as daily care acts (prescription of painkillers, renewal of prescriptions, etc.) or additional examinations (x-rays, blood tests, ultrasounds, etc.).
The National Order will bring in the days to come, in particular on the occasion of the colloquium which it organizes on May 22, proposals for concrete solutions for the reform of the decree and its implementation.
« The National Order of Nurses can only be satisfied to see, finally, the opening of work on the reform of the decree which was announced a little over a year ago by the public authorities.
There is an urgent need to see this process through to the end. Strengthening the autonomy and proper role of nurses, finally allowing them to perform, without medical prescription, simple acts of care in the service of patients, to contribute more actively to prevention, are essential elements for developing the attractiveness and recognition of the profession. But they are also and above all means of developing the quality and relevance of care for patients, as shown by the many local experiments that have gone in this direction by organizing an effective sharing of skills between doctors and paramedics.
