ALGIERS – The Minister of Finance, Laaziz Faid, said on Tuesday that financial control in the execution of public expenditure does not hinder the execution of budgets, noting that control plays a major role in reducing the debt of local authorities local authorities, since its application in 2010.

During a plenary chaired by Mr. Salah Goudjil, President of the Council of the Nation, in the presence of the Minister for Relations with Parliament Basma Azouar, the Minister clarified in response to questions from senators on the text of the law relating to the public accounting and financial management, that the main mission of the budget controller “consists of ensuring that the financial allocations authorized by Parliament under the finance laws are not exceeded”.

“The budget controller has never been and will not be an obstacle to the execution of public expenditure, but on the contrary, he represents the bulwark of the authorizing officers”, adding that the Treasury services have drawn up, within the framework of the improvement of the control of public expenditure and the reduction of delays in their payment, a regulatory text defining the nomenclature of supporting documents to be presented to the budget controller and the public accountant as well as to the agents in charge of the execution of the budget.

To avoid obstacles likely to prevent the execution of public expenditure, particularly at the local level, a joint unit will be created between the regional budget directorate and the regional treasury directorate with a view to coordinating between them and facilitating expenses of authorizing officers, according to Mr. Faid.

The services of the ministry work to “fight once morest all forms of corruption and bureaucracy and to moralize the profession of public accountant”, underlined the minister.

In this regard, the text of the law has reduced the responsibility of the public accountant compared to Law No. 90-21 “by applying financial responsibility only in the event of a deficit of the Fund, not applying as before to acts Management”.

As for the implementing texts relating to the text of the law, the Minister of Finance mentioned the drafting of 10 executive decrees which have been submitted for examination to the General Secretariat of the Government, adding that “the promulgation of this law will coincide with the ‘stage of publication of the related application texts’.

He further specified that “the bill has a technical and accounting nature which requires recourse to regulatory texts with a view to clarifying, supervising and explaining the accounting and financial procedures with accuracy and which must be followed by agents involved in the execution of the budget”.

As part of the public finance reform, the Government representative affirmed that an overall plan has been put in place for the training of agents, primarily trainers, followed by a program for the generalization of training covering all services concerned.

In this context, nearly 13,000 central and local executives have been trained, in addition to the walis of the Republic and all the Secretaries General of ministries and public bodies, as well as all program managers and heads of the financial function of ministries and public bodies.

In this context and in order to strengthen the training structures of the Ministry of Finance, the National School of the Treasury under construction in the wilaya of Tipaza, will be opened during the 2nd half of the year 2023, indicated The Minister.
