Unpleasant experience for Mireille in Liège. On February 16, she paid for her parking in the city center but received a ticket of 40 euros a few days later. The reason ? She incorrectly entered her plate in the parking meter, integrating a letter instead of a number…

Her husband, Emanuel, contacted our editorial staff via the orange Alert us button to denounce what he considers to be a “abusive PV“.

Mireille works for ISoSL, the intercommunal specialized care, and practices her profession in the palliative care sector. On a daily basis, she provides home care to her patients. Traveling by car, she had to park in the streets of Liège, as on February 16, in the district of Place Saint-Jacques. “My wife is very often in town and this time, my wife took a ticket for 1.70 euros. When encoding her plate, instead of 1, she puts an e…”says Emanuel.

Following this bad encoding, the resident of Beyne-Heusay (in the province of Liège) therefore received a fixed fee of 40 euros “for not having paid his parking ticket”.

“We received a ticket, ok, but we had the ticket. Very happy, I send the ticket, saying we are contesting the ticket since in the end, we paid for the parking lot”, Emanuel continues. “In return, I receive a letter from the city which says to me “no, you must pay your PV because your wife has entered the plate number incorrectly”. I say okay, I am willing to pay, but then I will ask you refund me the ticket and I’ll pay the fine. They refused…”

Here is the first response from the parking service of the city of Liège, sent on April 20: “You made an error in the encoding of your plate at the parking meter or on the mobile application. The payment has been made for the EFEX762 plate (which does not exist). The payment not having been made for plate 1FEX762, the fee is maintained. To avoid this kind of inconvenience, you should check the encoding of your plate before validating your parking.”

A mistake is quickly made

Emanuel absolutely does not want to let go of the matter and insists with the City to have this fine canceled.

“My reaction? I thought to myself, you’re not going to get us this time, the ticket we have it. That’s all I thought to myself. I emailed the ticket and the my wife’s timetable to show that she was indeed in Liège to work. The report was maintained because she made an encoding error. I nevertheless explained that the parking meters are not always accessible. They are often dirty and the screens are often damaged. A mistake is quickly made.”

And to continue: “We were told that she should use the app instead. My wife is not too comfortable with computers and her phone. She does her job very well, but she has less control over this area than some people. Encoding via her phone is more complicated for her. She uses either the bank card or coins. With the application, if you make a mistake with the plate, it does not work. In case you encode and the plate does not exist, the device still accepts the payment.”

After having stuck to its position a second time, the parking service of the city of Liège will finally agree to make a gesture “this time.”

“Following your 3rd challenge, I would like to inform you that I have decided not to maintain the fee this time, it is therefore cancelled.replied the service to Emanuel.

The Beynois said he was relieved that his request had been accepted.

“I’m happy with their approach. We had to be quite combative, especially for such a small sum. It was really for form. When we are at fault and we have no proof, we pay. There , it was for my part, a little abusive”, Emanuel concludes.
