Innsbruck (OTS) – If all mitigating circumstances are taken into account when Hannes Tratter is appointed head of the Neue Heimat, it is enough for the ÖVP and SPÖ at most for purgatory. Nevertheless, the impression of being a political post-chaser is difficult to correct.
Did ex-councillor Hannes Tratter’s 14 competitors even have a chance with the non-profit housing association Neue Heimat? No! The ÖVP politician can’t do anything regarding that, following all, Tratter has a wide range of professional experience and, following eleven years in the state government, has a good network in the country. Housing (subsidies), regional planning and communities – no other candidate might have had better prerequisites for the management of Neue Heimat.
Has the technical director role been tailored to Tratter? Yes! Nevertheless, this must be assessed in a differentiated manner. The fact that Neue Heimat needs good contacts with mayors is simply necessary for social housing and affordable housing in Tyrol. Only plots of land at socially acceptable prices make subsidized housing possible. Tratter certainly has the political connection to the communities, and this quality was demonstratively held up like a monstrance at the altar of the selection process. The incense, on the other hand, burned the eyes of his competitors.
Did the best in the real estate industry apply? Probably not! Certainly, some potential candidates thought that everything had already been figured out between the ÖVP and SPÖ, also because of the tender criteria. Then why should they bother with the empty application kilometers at all.
Do you get the impression of a black and red pack? Without a doubt! SPÖ housing adviser and deputy governor Georg Dornauer (SPÖ) already praised Tratter over the green clover in advance. Not only because he has been doing very well with the designated Neue Heimat boss for years. Dornauer thus demonstrates pragmatic loyalty to the pact in a difficult situation for the ÖVP.
And the political culture in the country? The optics are crooked because, despite Tratter’s substantive skills, job chasing and supply policy hang like a sword of Damocles over trust in politics. Tratter’s weeks of vacation following his return to the state administration also contribute to this. Without intuition and need. The system of being more equal among equals exacerbates the credibility crisis, which can be clearly seen in the filling of posts. Even the appointment of the President of the State Administrative Court triggered widespread resentment.
If there were a decreed time-out (“cooling-off phase”), so that former politicians were not allowed to dock in public companies for a while, politicians would save themselves a lot of debates. Now they rightfully belong back to the category “those up there”.
