Kremlin spokesman Dmitry Peskov claimed on the 4th that the US planned and manipulated the “attempted assassination of Russian President Vladimir Putin” announced by the Kremlin on the 3rd.
Peskov, a spokesman for the Kremlin Palace, said in a telephone conference on the same day (4th), “The United States is clearly behind the attack” when asked regarding the incident.
“I know that the decisions regarding these acts of terror are made by the United States, not by Ukraine,” he added.
“We know that sometimes the United States even designates targets directly,” he warned, “and the United States must clearly understand that we know this.”
However, no evidence was presented to support this statement.
The Kremlin Palace issued an emergency statement the previous day (3rd) following announcing that two attack drones attacked the Kremlin Palace to assassinate President Putin on the night of the 2nd, and then pointed to Ukraine as behind the attack and predicted retaliation.

The target behind it changed from Ukraine to the United States in one day.
■ “Consider different retaliation options”
A Peskov spokesperson said in a telephone conference on the 4th that the relevant authorities had launched an investigation into the case, and explained that an urgent investigation would be conducted thoroughly.
It did not reveal how it would retaliate once morest the United States, which was accused of being behind it.
A spokesman for Peskov said that “various options are being considered” for retaliation, and that “the response will include prudent and balanced measures consistent with Russia’s national interests.”
■ White House “a complete lie“
The United States immediately refuted the Kremlin’s remarks.
White House National Security Council (NSC) Strategic Communications Coordinator John Kirby emphasized in a CNN interview on the day (4th) that the Kremlin was “outright lying” and that “the United States had nothing to do with the incident.”
Asked if Putin is a legitimate, lawful military target, John Kirby says, “I don%27t think it%27s useful to get into a legal discussion here. We don%27t endorse, we don%27t encourage, we don%27t support attacks on individual leaders.” pic.twitter.com/uEetzfx0rv

Kirby said he didn’t even know the details of what happened, but whatever the nature of the incident, “I can guarantee that the United States played no role”.
“We do not endorse, encourage or support attacks on individual leaders,” it said.
When asked by the moderator whether Russian President Putin might be legally targeted in a war situation even if the United States does not support attacks on the individual leader, he replied, “I don’t think it is beneficial to discuss legal issues regarding that.”
But Kirby said, “Mr. Putin is an aggressor,” and “it’s clear that if he wants to end the war and all this, he’s the one who can pull (Russian) troops out of Ukraine.”
■ Incident manipulation theory amplification
In the midst of this, analysis is spreading that the Russian authorities made up the assassination attempt of President Putin itself.
The US think tank War Institute (ISW) said in a report on the day of the incident announcement (3rd) that “Russia carried out this attack (on its own) to bring the (Ukraine) war into the country and create the conditions for wider social mobilization. see,” he said.

According to the ISW, “Russian authorities have recently taken steps to strengthen domestic air defense capabilities, including in Moscow, so it is extremely unlikely that two drones might have penetrated multiple layers of air defense and exploded or shot down over the heart of the Kremlin.” explained.
Anton Gerashchenko, assistant to Ukraine’s interior minister, presented evidence that the video of the Kremlin drone attack, which was spreading on social media, was manipulated.
