The verification of the signatures collected by “Vazrazhdane” for a referendum once morest Bulgaria’s accession to the Eurozone in the National Assembly is over, and probably next week they will be submitted to the main directorate “Civil Registration and Administrative Services” (GRAO). There, the deadline for additional verification of the EGN and other data of the signatories is 45 days. This was announced by Deyan Nikolov from “Vazrazhdane” at a briefing in the National Assembly.
Nikolov claims that the party has collected regarding 604,000 signatures, which have been checked in the National Assembly’s office in recent weeks. According to Nikolov, no more than 4,000 signatures will be removed due to inconsistencies and at least 600,000 will be submitted to GRAO. There, according to preliminary calculations by “Vazrazhdane”, no more than 10% will be lost due to inconsistencies, respectively, the party believes that the valid signatures will be over 500,000. The deadline for the inspection at GRAO is 45 days, Nikolov pointed out.
The procedure requires that following the verification, the referendum proposal is returned to the National Assembly, which has three months to make a decision. If the calculations of “Vazrazhdane” come true, the decision of the parliament will be only a formality, because with 400,000 signatures collected, the National Assembly cannot but approve the holding of the referendum. The president must then set a date.
The decision of the Parliament can be appealed to the Constitutional Court, and the deadline for it to decide is “until the date for its (on the referendum – author’s note) production”.
Or in other words, the “Revival” referendum can be postponed either if there is no functioning National Assembly, or if the president delays setting the date until the Constitutional Court is referred to, which may determine the issue as unconstitutional.
One-fifth of the deputies, the Council of Ministers, the supreme cassation and administrative courts and the chief prosecutor have the right to appeal to the Constitutional Court.
