What place does IRSN have in the French nuclear safety model?

On February 8, the Government announced that it wanted to reform the French nuclear safety control system, leading to the attachment of the technical support provided by the Institute of Radiology and Nuclear Safety (IRSN) to the Nuclear Safety Agency (ASN ).

While the cost of the nuclear safety system amounts to nearly 350 million euros per year and constitutes a major health and democratic challengean analysis of the budgetary resources of recent years should help to shed light on the context of this reform.

In January 2023, the Finance Committee therefore entrusted a budgetary control mission relating to the place of IRSN in the French nuclear safety system to Senator Jean-François RAPIN, special rapporteur for the “Research” mission.

This mission should allow to establish an overview of credits dedicated to nuclear safety and to draw up an assessment of the efficiency of IRSN’s action. The conclusions of the work of the special rapporteur are expected in the summer of 2023.

Mr. Jean-Francois Rapin (Les Républicains – Pas-de-Calais) is special rapporteur for the “Research” mission.

The Finance Committee is chaired by Mr. Claude Raynal (Socialist, Ecologist and Republican – Haute‑Garonne).

Its general rapporteur is Mr. Jean-Francois Husson (The Republicans – Meurthe-et-Moselle).
