“Agadir Hotel Renovations and Rural Tourism Upgrades: Financial Commitments and Selected Establishments”

Financial commitments, consisting of subsidies, support and remuneration from the Souss-Massa Regional Tourism Development Company, are around 104 MDH. In the meantime, six new hotels have joined the list of establishments selected in the context of the various calls for expressions of interest.

As part of the mechanism for granting the grant dedicated to the renovation and upgrading of hotel establishments in Agadir, 13 hotels were selected out of around thirty applications submitted as part of the five calls for expressions of interest launched in 2022.

Among the establishments selected, five are in the process of being completed and have been the subject of an agreement signed with the Société de développement régional du tourisme (SDRT) of Souss-Massa. The other establishments on the list are either at the start of renovation work or in the process of obtaining authorization. Only one hotel has opted, at its request, to postpone its renovation programme.

The renovated capacity will thus be increased to more than 6,000 beds pending the activation of the process for the other establishments having submitted their applications following the fifth call for expressions of interest.

66% contributions from financial partners
On the financing side, the contributions received from the financial partners totaled the equivalent of 80 MDH, or 66% of the total envelope dedicated to this program (120 MDH) while the financial commitments, consisting of subsidies, support and remuneration from the SDRT, culminate at 104 MDH. The program, launched in 2020, provides for the granting of a financial subsidy of up to 30% of the total cost of the renovation of the establishment – capped at 10 million dirhams – and personalized technical support for establishments that have obtained an agreement. As a reminder, the contributions from the renovation fund for the upgrading of hotel establishments in Agadir in general and from the mechanism for granting the subsidy in particular, are mobilized by several partners, in particular the Ministry of Tourism, Handicrafts and social and solidarity economy up to 60 MDH, the Regional Council of Souss-Massa (40 MDH) and the Urban Commune of Agadir (20 MDH).

Renovation of rural accommodation: 46 units submitted their records
The SDRT has set up a mechanism dedicated to granting a subsidy for the renovation and upgrading of rural tourist accommodation establishments in the Souss-Massa Region. It was set at 50% of the total cost of renovating the establishment, capped at 400,000 DH, with technical support from the SDRT. The budget for this program, estimated at 10 MDH, is covered by the Regional Council of Souss-Massa on the basis of an agreement signed in March 2021.

The latter was deployed through the launch of two calls for expressions of interest in favor of tourist accommodation units. A total of 46 establishments submitted their application files. 18 of them were pre-selected during the first call for manifesttio. They were thirteen during the second. Currently, financial commitments have reached 6.17 MDH for the first call while the total investment budget for the second amounts to 6 MDH.

In addition to this mechanism, the SDRT has signed an agreement with the Association “Initiative Souss-Massa”, which aims to allow owners of rural tourist accommodation establishments, eligible for the mechanism, to benefit from honorary loans. without interest and without guarantee. Which loans (whose quota is 25% of the investment cost) are granted to project leaders in order to renew and upgrade their units.

In addition, the SDRT benefited within the framework of its 2023 action plan, validated during its last board of directors, from a new agreement of 40 MDH for the development of the tourism sector, particularly in rural areas.
