Management of the “stock” procedure

The law of July 24, 2019 laid the foundations for a new derogatory system to ensure the skills available to practitioners who practiced before 2019 in health establishments. This is the so-called “stock” device, a transitional device allowing access to full practice to foreign practitioners with a diploma from outside the European Union (PADHUE) practicing in health establishments via a committee examination.

The health crisis has had a significant impact on the derogatory procedure for regularizing files under this system due to the delays in organizing the regional and national commissions, responsible for evaluating the files and career paths of candidates under this procedure. .

The Ministry of Health and Prevention has instructed the Ministry in charge of Territorial Organization and Health Professions to put in place an action plan to speed up and finalize this procedure. At the same time, the LFSS 2023, thanks to a Government amendment, made it possible to postpone until April 30, 2023 the deadline for the passage of the PADHUE national exercise authorization commission (CNAE), in order to allow the instruction of the all of these practitioners’ application files for authorization to practice.

The procedure for authorization to practice for the year 2023 will be launched on May 2, 2023 with the call for applications for PADHUEs already in practice in the territory since 2019 and those wishing to arrive in the territory. A total of 2,737 positions are open.
