“Restructuring the National Armed Forces of Venezuela: A Path to Democracy and Modernization”

2023-04-28 13:50:43

Last week we began a comment regarding a key institution in the democratic structure of the Venezuelan state, the National Armed Forces.

In addition to what was said in the previous article, an effort should be made to recruit valuable and capable military professionals to strengthen military command, planning, and education.

A reform to the Organic Law of the Armed Forces must begin to be prepared to definitively eradicate partisan politics and instill a duty to the country, with morality and with strict compliance with the Constitution and the laws.

It is necessary to urgently address the restoration of Social Security for members of the Armed Forces, in compliance with the agreement established by the State with each citizen who joins the military institution.

Venezuelan Democracy requires an Armed Force of a size commensurate with its needs, with high morale, well equipped, well trained, well paid and covered by a modern social security system.

A fundamental task of the next government will be to evaluate and restructure the educational system of the Armed Forces.

The responsibility for the proper functioning of the educational system to ensure the optimal level of education of the military cadres at the service of the Republic must be assigned to each component command. Except for the institutes that jointly train the members of the four components, which will be under the leadership of the Ministry of Defense.

This system must restore meritocracy to reach new grades and positions in professional practice.

I invite you to think regarding a restructuring of the Armed Forces that contemplates smaller units, well trained and qualified, with their endowment of weapons and adequate equipment for the fulfillment of their mission.

Raise citizen knowledge, morale and self-esteem of all members of the Armed Forces and recover the respect and appreciation of all Venezuelans towards our armed institution.

Of course, an exhaustive inventory and evaluation of weapons, equipment and facilities will have to be made to determine their operability or obsolescence.

And, finally, to restore the operational doctrine of the Western World to which we belong and whose values and principles we share.

We’ll keep talking.
