Requirements for providing tobacco in external sessions

Requirements for shops offering “Cuban cigars”

The area of the room should not be less than 1 square meter, while it is allowed to add the activity of providing cold and hot drinks and snacks in it, while adhering to the requirements of the activity of providing it.
Prohibitions to be avoided
The requirements stipulated that customers’ shisha or hookah should not be stored in the store, and it was forbidden to place slogans or pictures on external signs that are related to the activity of providing tobacco, provided that only the data of the main activity “restaurant, cafe”, and the list of prohibitions included the prohibition of placing signs or Drawings of tobacco products, and prohibiting the provision of tobacco products to restaurants in outdoor seating on licensed sidewalks.

Licensing requirements
The requirements stated that it is forbidden to practice the activity of providing tobacco products without obtaining a valid license, and that the procedures for issuing, renewing, amending, suspending and canceling the license are in accordance with the municipal licensing procedures system and its implementing regulations, in addition to attaching the commercial license to the main activity, and preventing violation of the activity for which the license was issued.
The requirements confirmed that it is allowed to issue a temporary license to provide tobacco products to restaurants and cafes during seasons and events.
Panels and ventilation requirements
The requirements included placing a board next to the entrance of the shop in which it was written, “The establishment offers tobacco products,” and placing a board announcing all the prices of the services provided, in the reception area, or in the list of products, and a “no smoking” notice board should be placed in the non-smoking area.
The molasses serving hall must also be provided with natural or artificial ventilation, or both, to prevent high temperature, condensation of fumes, accumulation of dust and dirt, and to remove polluted air. Other requirements
The requirements stipulate that the percentage of the fee for providing tobacco products must be clearly determined and added as a separate item in the customer’s invoice. The requirements also oblige hookah and hookah preparers to wear gloves and masks, as well. It stressed the allocation of uniforms for presenters and preparers of tobacco products, which shall have a special color and differ from the uniforms designated for workers in restaurants and cafés.
The requirements specified the sites where it is prohibited to provide tobacco products, including the central area of the Two Holy Mosques, while within the sites where it is allowed to provide them are restaurants, cafes, tourist hospitality facilities, shops offering specialized tobacco products, malls and commercial centers, provided that tobacco products are not served in the areas overlooking the interior of the city.
