ONDA’s transformation is underway. Indeed, the steps and preparations are underway to transform the National Airports Office (ONDA) into a public limited company (SA), under the provisions of framework law No. 21-50 on the reform of public enterprises and of a strategic nature, promulgated in accordance with the High Royal Directives. This is the announcement made by the Minister of Transport and Logistics, Mohamed Abdeljalil, during a meeting of the Committee on Infrastructure, Energy, Mines and the Environment in the House of Representatives, devoted to the presentation and examination of the situation of ONDA and its future prospects. In this sense, Mr. Abdeljalil stressed that the Office, one of the most important players in the field of air transport, is going through an important stage in its history as a public institution responsible, since 1991, for the management of airports. and air navigation safety control, adding that the air transport sector and airports are of great importance to the national economy as a fundamental pillar of economic and tourist activities. Like the majority of international bodies responsible for managing airports, ONDA has suffered from the repercussions of the pandemic crisis, marked by the halt in air traffic and the drastic drop in the number of travelers arriving in Morocco. he noted, stressing that the Office thus recorded a loss, during the health crisis, of the order of three billion dirhams. However, continued the Minister, the Office has shown great resilience and has taken a series of support measures towards its contractual and airline partners, which it has accompanied in order to enable them to mitigate the effects of the health crisis and to resume their activities in the best conditions.

The air transport sector experienced a remarkable upturn in 2022, which enabled ONDA to regain its economic and financial dynamism, as did air passenger traffic which, since the opening of borders flights in February 2022, recorded the arrival of some 20.6 million passengers, he noted, adding that the recovery rate is estimated at 82% compared to 2019 and that preliminary air traffic statistics for this year confirm this dynamic. It is thus planned to welcome nearly 25 million passengers in 2023, the same level recorded in 2019, he continued, stressing that the Office is working to develop the reception capacity of airports to support this growth and the whole tourism strategy of the Kingdom. In this regard, great importance is given to the modernization of airport equipment, the digitization and improvement of the reception and quality of services provided to users, projects which require a great mobilization of human resources and investment, he said. For her part, the Director General of ONDA, Habiba Laklalech, noted that the Office’s strategic plan “Envol 2025” includes the axis of “preparing for the new normal”, through the acquisition of forecasting tools for demand and customer typology, the development of approved planning approaches, the strengthening of the level of cooperation with all players in the ecosystem as well as the promotion of innovation in the services provided to travelers and infrastructure for sustainable growth, through a new architectural design and new airport services linked to digitization and new air traffic safety procedures. In her presentation, the official pointed out that the transformation plan also includes the axis of strengthening governance, environmental protection and aviation security guarantee through the adoption of a digitization and a management by objectives methodology, as well as the transformation of the main airports and air navigation into business units.
