During the meeting, the government announced the launch of a program of infrastructure budget loans to the regions for a period of 15 years at 3%. It is planned to allocate 190 billion rubles for these purposes. Loans will be issued, including to the annexed regions. Russian President Vladimir Putin instructed the implementation of the program in a message to the Federal Assembly on February 21.

In 2022, 1 trillion rubles were distributed among 83 Russian regions as part of the infrastructure budget loans program. The funds were directed to the construction of 960 facilities. Deputy Prime Minister Marat Khusnullin reported in February that 48 projects worth 12 billion rubles had been completed in 21 regions.
