The Deliberative of Neuquén opened the debate on the signing of the concession contract with the Provincial Water and Sanitation Entity (EPAS) by the commune, with a round of consultations that will have one of the points of greatest attraction on May 19, when the autarchic entity attends the Public Services Commission.
After his re-election, Mayor Mariano Gaido told “Río Negro” that the EPAS concession was one of his pending efforts in this management that has been going on in recent months. Shortly following the restart of activities in the Deliberante, the Public Services Commission raised its gauntlet and dusted off the contract signed in the first months of the Emepenist administration.
«Since August of last year in the commission we proposed to address the issue of EPAS, but we had to move forward first with the issue of public transport; and then politics slipped into the debate”, slipped the president of the Public Services commission, Atilio Sguazzini.
He added that youAfter the elections on April 16, with the reactivation of activities in the deliberative body, it was analyzed that the contract “as it is, it cannot come out” because he responds to a regulatory framework that is 14 years old.
“It is necessary to regulate this regulatory framework, several political spaces raised it with me, so before addressing the contract, we will establish these points and possibly in a mirror, talk regarding the contract, as we did with CALF,” said Sguazzini.
The Empenista councilor stressed that on Friday it was decided to begin the specific work on this water and sanitation service which in the city of Neuquén is provided by the provincial entity.
This requires a joint construction from the municipality, from the EPAS, from the political spaces represented in the Council, neighbors, neighborhood commissions and the workers who also want to make their position known»
Atilio Sguazzini, president of the Public Services Commission of the Deliberative Council of Neuquén
noted that May 19 was scheduled to convene the EPAS presidency and its technical staff of driving, while in these Friday the commission will convene the residents, neighbors who want to provide information of interest, representatives of the municipal Executive and the workers of EPAS, who indicated that they had contributions to make to the debate.
Sguazzini considered that it will be a process of analysis and discussion similar to the one that occurred with the concession and the regulatory framework for the electrical service, which was agreed with CALF.
“You are discussing with a provider that is a state company, with all its advantages and disadvantages: It must be of good quality for the residents of Neuquén, of high technology and without a deficit in the provision,” he said.
Other members of the commission, such as José Luis Artaza, maintained that the contract that is for analysis in the commission “cannot be approved like this, it establishes that the works have to be done by the municipality and then they are charged to the EPAS, and must be the other way around If we are going to give them a 20 or 30-year contract that allows them to obtain long-term credits, the repairs must be planned, for example, of the breaks that it causes: return in cubic meters of asphalt, for example, “he said .
The councilor of Neuquino New Commitment in Together for Change, added that on Friday they will begin to study the letter of contract that entered more than two years ago and adapt it.
He agreed on the criterion that the treatment should be comprehensive to a new regulatory framework.
The Public Services Commission is integrated, in addition to Sguazzini in the presidency and Ana Servidio (Avanzar Cambiemos) in the secretariat, by the councilors Artaza (NcN), the emepenistas Claudio Domínguez, María Victoria Fernández, Denisse Stillger (Pro), Guillermo Monzani (Together for Neuquén) and councilors Cecilia Maletti (MLdS) and Julieta Katcoff (FITU).
