The PSD leader, Marcel Ciolacu, behaves like the head of the governing coalition and Prime Minister of Romania, while his counterpart from the PNL, Nicolae Ciucă, the acting Prime Minister, seems to comply with the social democrat’s every whim and executes his orders. The situation is highlighted by the transcripts from the coalition meeting on Monday evening, when Marcel Ciolacu made a plea for the overtaxation of the incomes of the budget holders when they are higher than the salary of the President of Romania (approximately 25,000 gross lei).
Transcripts on Surtaxation of Incomes Greater Than the President’s Salary
The transcripts were published by Antena 3 and consulted by G4Media.ro, and they show that the PSD leader invoked the issue of budgetary resources and the budget deficit in support of his proposal.
Marcel Ciolacu (PSD): I see that we have come to find explanations as to how reforms cannot be made, as those who are targeted by the reforms tell us. Who assumes the excessive deficit that Cîţu threw us into? Who assumes that they were so stupid that they put the PNRR loans and co-financing into the deficit? And next year we have to reach 3%?
Sorin Grindeanu (PSD): A7 is on loan, for example.
Marcel Ciolacu: So how do we do it? Where do we get the money if you don’t want us to do anything? You are in the government, tell us where we get the money from? How do you make up the deficit for the year? I remind you that we had a mild winter, but what if a hard one is coming?
Kelemen Hunor (UDMR): I don’t know. I just said there might be trouble.
Julian Dumitrescu (PNL): We increased salaries and made hires. We would have no choice but to kick people out.
Marcel Ciolacu: Do you think I will tell Câciu to kill the budget officers? No salary is cut. The world must be quiet. On the other hand, I don’t want any more disgrace at the state with thousands of jobs and all kinds of files.
Caps (PSD): I propose blocking positions in the public system, except for those who have already taken the written exam.
Paul Stanescu (PSD): It’s normal, folks, that you can’t combine your pension with your state salary.
Kelemen Hunor: I tell you that the world will sue and win. And we will pay for years as it happened before.
Marcel Ciolacu: Let’s do it at least for the specials area, in the first phase. This is not normal.
Nicolae Ciuca (PNL): I tell you that it is not necessary by ordinance, but by law in Parliament. Otherwise it is unconstitutional.
Marcel Ciolacu: Dorneanu has 120,000 lei per month. The former general prosecutor (Augustin Lazar – no) has 130,000 lei.
Marcel Ciolacu: It does no good to keep passing it from one to the other. It doesn’t help us at all. I see that when it’s good, it’s good for everyone, when it’s bad, it’s bad only for some.
Rares Bogdan (PNL): I completely agree.
Marcel Ciolacu: Let the 16% tax on profit remain, but only if it is less than 1% of the turnover. Let’s put a tax on everything that exceeds the president’s salary.
Lucian Bode: This means progressive tax, including for private individuals. Otherwise, it would be unconstitutional, and the PNL does not agree with the progressive tax.
Nicolae Ciucă: The Minister of Finance should make an analysis by next week and present it to us.
