Vienna (OTS) – The non-executive ÖVP city councilor Karl Mahrer and municipal councilor Markus Wölbitsch announced today, Tuesday, at a media conference in the city hall that they want to change the emergency powers of the mayor and the city senate. The ÖVP intends to submit an urgent application in tomorrow’s session of the Vienna State Parliament. Mayor Michael Ludwig (SPÖ) “wrongly drew the emergency competence on July 15,” said Wölbitsch. With tomorrow’s application, the aim is to “narrowly define the scope of emergency competence law” and to amend the constitution of the federal capital, the municipal council continued.
According to the ÖVP’s proposal, the responsible municipal bodies should be informed within 24 hours regarding an emergency decree from the mayor or the city senate. In addition, the mayor should only be able to issue an emergency decree if the city senate cannot decide on this in good time. In addition, the ÖVP demands comprehensive justification for the urgency, a precise explanation of when the decision had to be made and why it was not possible to convene the committees.
The ÖVP does not want to lose sight of the topic of “Wien Energie” in the future either and wants to work through four other points in the case: the professionalization of the city’s investment management, the reform of the appointment of supervisory board members, the reform of the procedural rules of the investigative commission and the business model of Wien Energie, Mahrer concluded.
