Unraveling the CCP’s Gang Regulations: A Look into Cai Qi’s Five-Year Management Plan

Recently, the two “major political events” managed by Cai Qi, the new “general manager” at the Zhengzhou level, focused on protecting Xi Jinping, and used internal fighting as a footnote, which enveloped the CCP’s red dynasty in a chilling atmosphere.

Cai Qi’s five-year management plan to help formulate regulations to realize the institutionalization of “Bao Xue”

The Xinhua News Agency of the Communist Party of China announced on April 18 that the Central Committee of the Communist Party of China recently issued the “Outline of the Central Party Regulations Formulation Work Plan (2023-2027)”. The full text of the “Outline” is nearly 10,000 characters long, and it is clearly stated that the implementation of the “Outline” is “under the direct leadership of the Central Secretariat and the Central General Office takes the lead.” This means that Cai Qi, the first secretary of the Central Secretariat and director of the General Office of the Central Committee, is Xi Jinping’s confidant Cai Qi, who will be the manipulator for the formulation of “intra-party regulations” in the next five years.

The CCP has long been called a gangster by the public, and its internal party regulations have always been called gangsters.

A comparison found that the 2013 edition and the 2018 edition of the same “Outline” both listed the guiding ideology at the beginning as adhering to the “theory” of the CCP’s ancestors Marx, Lenin, Mao, Deng, Jiang, Hu and other leaders of the CCP. Among them, the 2013 edition added Xi’s “spirit of a series of important speeches”, and the 2018 edition added the “Xi Thought” that was written into the party constitution at the 19th National Congress of the Communist Party of China. In the 2023 edition, there is no “theory” of Marxism-Leninism-Mao-Deng-Jiang-Hu at all. Instead, it should be guided by Xi Jinping Thought and emphasize ensuring that the entire party is highly consistent with the Xi Central Committee in terms of ideology, politics, and actions.

Therefore, in the next five years, all CCP gang regulations can only be “surnamed Xi”. In fact, in the first work regulations of the CCP Disciplinary Commission released early last year, “protecting Xi” became the highest principle. The author said in the article at the time that the authorities created gang regulations in such a way that they have no continuity and only serve to protect Xi Jinping. Amendments are extremely sensitive, which often means that the predecessor has been overthrown or died.

In addition, the 2023 edition of the “Outline for the Formulation of Intra-Party Regulations” also lacks the 2013 edition’s “Constitution is the first, and the party constitution is the foundation” (the 2018 edition has not mentioned it). At the same time, it uses six paragraphs to talk regarding how to “improve the system of ‘two safeguards’ (meaning maintaining Xi’s central core position, maintaining central authority, and centralized and unified leadership).”

The meaning here is to institutionalize the defense of Xi Jinping. This is also an unprecedented formulation.

The 2023 edition of the “Outline for the Formulation of Intra-Party Regulations” also used the symbol of internal fighting: “Resolutely prevent and correct all erroneous understandings, words and deeds that deviate from the “two safeguards”, resolutely prevent and correct all forms of “low-level red ’, ‘Advanced Black’” and “always be a politically sensible and honest person” and so on.

According to the official definition of the CCP, the so-called “low-level red” refers to expressing “political correctness” with seemingly exaggerated or even extreme attitudes. “Advanced black” is to praise but criticize or to criticize Huai.

Recently, it has been widely rumored that Liu Yazhou, a princeling in the CCP military, was investigated for opposing Xi Jinping. Mainland leftist websites publicly criticized Liu’s wording, including “ambitionists and conspirators” and involving “low-level reds and high-level blacks.”

As for “always be a politically sensible and honest person,” it was a warning that Xi personally issued to members of the Politburo when they reported their duties to Xi Jinping.

So far, it can be seen that the task Xi Jinping entrusted to Cai Qi is to ensure that all the CCP regulations introduced in the next five years of his third term must absolutely support Xi Jinping. Including that once the CCP wants to brazenly launch a war across the Taiwan Strait, the whole party must be unanimous, but the first thing is to protect Xi and prevent anti-Xi, that is, to be afraid of fire in the backyard and disaster in the wall.

In fact, not only the CCP’s side regulations, but also the State Council presided over by Li Qiang, the State Council’s Work Rules published in March also deleted the “theory” of Marxism-Leninism and former CCP leaders in the work rules of Li Keqiang’s period. It only emphasizes on upholding the guidance of Xi Jinping Thought and maintaining the central authority and centralized and unified leadership, and adds that “major decisions, major events, and important situations must be reported to the Party Central Committee in a timely manner.”

The CCP is governed by the party. As early as Li Keqiang’s period, he was a weak prime minister. When Li Qiang took office, he took the initiative to position the State Council organs as slaves of the party center. Cai Qi, as the director of the Central Office, holds the Central Security Bureau, which monitors all high-level officials at any time. Li Qiang is also in it. Even if he has complaints, he has to give in to Cai Qi.

The “Xi Thought” brainwashing campaign will set off a nationwide massacre

The Political Bureau of the Central Committee of the Communist Party of China held a meeting on March 30, and decided that starting from April this year, the entire CCP will carry out the so-called “theme education” of learning “Xi Thought” in two batches from top to bottom. This means that a party-wide political campaign has begun.

The Central Committee of the Communist Party of China established a leading group for “theme education”. Official reports disclosed: the group leader and member of the Standing Committee of the Political Bureau of the Communist Party of China Cai Qi, the executive deputy group leader Li Ganjie, and the deputy group leader Liu Jinguo.

Since Xi Jinping came to power at the 18th National Congress of the Communist Party of China in 2012, at the beginning of each term of office, there will be an ideological purge campaign within the party.

For example, following the 18th National Congress of the Communist Party of China, in June 2013, the “Party’s Mass Line Education and Practice Activities” began to try to win over people’s hearts. The trader at the time was Liu Yunshan, a member of the Standing Committee of the Political Bureau of the Jiang faction. Among them, the leader of the army’s leading group is Zhang Yang. Zhang Yang was a member of the Central Military Commission and director of the General Political Department at the time, but he “suicide in fear of crime” before the 19th National Congress of the Communist Party of China, which is quite ironic.

After the 19th National Congress of the Communist Party of China, starting from May 2019, the so-called “never forget the original heart, keep in mind the mission” theme education has been carried out in the CCP, with Wang Huning, then a member of the Standing Committee of the Politburo, as the team leader.

Marx, the patriarch of the Communist Party, had an illegitimate daughter, Lenin suffered from syphilis, Mao Zedong had many wives and concubines, Jiang Zemin ruled the country with pornography, and even Wang Huning had three or four marriages, which proves that corruption and promiscuity are the “original intention” of the party. The previous times of party consolidation made the party worse, and it was also a period of intensified internal strife.

Some people think that now that Xi Jinping has stabilized his power following the 20th National Congress, the top leaders are all Xi’s cronies, and there will be no more infighting. This view may be wrong.

On November 2 last year, Ding Xuexiang, another confidant of Xi and then director of the Central Office of the Central Committee of the Communist Party of China, published an article in the People’s Daily of the Communist Party of China, mentioning “struggle” at least 25 times, declaring that the CCP should “consolidate and strengthen unity through struggle.” . The CCP has always relied on political campaigns to purge others, as well as its own people. If there are no enemies, enemies must be created. This is what Ding Xuexiang said regarding “struggle”.

The Central Committee of the Communist Party of China issued a notice on April 10, ordering the whole country to study the first and second volumes of the newly published “Selected Readings of Xi Jinping’s Works”, requesting that “Xi Xuan” be used as the so-called “learning thought” for “the whole party and the people of all ethnic groups in the country”. Authoritative textbooks promote Xi Jinping Thought to “introduce teaching materials, classrooms, and minds” and “multiple forms, layers, and full coverage.”

This shows that this wave of movement is not limited to the party, but will spread to the whole country and affect every Chinese.

The central government in Beijing has recently dispatched steering groups to local governments, most of which are headed by central ministries or local provincial and ministerial officials. Provincial party and government “top leaders” have also appeared as leaders of their own provincial leading groups.

For these local officials, this campaign was another opportunity to express their loyalty and flattery, but it also revealed some official secrets. For example, on April 10, Xin Changxing, secretary of the Jiangsu Provincial Party Committee, praised Xi many times at a related mobilization meeting in the province, saying that he “transformed the respect and love for the general secretary into practical actions.” He also asked the officials on the spot: “Are you really eager to learn?” “Are you really thinking and comprehending with your heart?”

State media reported that at the time, “the audience was silent…”.

A group of officials have long been bored with political studies, and Nobunaga’s remarks actually revealed this point.

No one believes in communism for a long time, and no one really cares regarding its new packaging “Xi Thought”. People are only forced to “learn” on the surface, but they are actually extremely dissatisfied inside. As a result, the CCP will create more “two-faced people” and make the party culture that is obedient and violative even more extreme. But at the same time, this is also the crisis of the ruler: the hearts of the people are lost, and the accumulation of resentment and anger runs like fire, and there will always be a day when it will explode.

Cai Qiquan Leaving Government and Opposition in Zhongnanhai Fears “Civil Unrest”

Cai Qi is not only the fifth member of the Politburo Standing Committee, but also the number one secretary of the Central Secretariat. He is very special as a member of the Standing Committee and director of the Central Office. The previous example is Wang Dongxing, who participated in a palace coup and brought down the “Gang of Four” following Mao Zedong’s death.

The director of the Central Office is known as the “General Manager”, who has access to high-level core secrets and is responsible for the medical care and security of the CCP leaders. He has always been a key role in power struggles. Except that Wang Dongxing was one of the key figures in arresting the “Gang of Four”. Hu Jintao’s “in-chief” Ling Jihua was overthrown in December 2014, and was characterized by Xi Jinping’s authorities as an ambitious man on charges including illegally obtaining state secrets.

As the director of the Central Office, Cai Qi routinely also serves as the director of the National Security Committee of the Communist Party of China. The “coordination” unit of the National Security Committee itself is almost all-encompassing.

The CCP has announced the establishment of a new Central Social Work Department. Judging from its public position, it mainly involves party building and so-called party-mass work. There are rumors that the first head of the Central Social Work Department will be Wu Hansheng, executive deputy secretary of the Central and State Organ Work Committee, but Cai Qi should be the member of the Politburo Standing Committee in charge.

Cai Qi also has a series of titles: Deputy Director of the Central Committee for Deep Reform, Deputy Director of the Committee for Governing the Country by Law, Leader of the Central Leading Group for Propaganda and Ideological Work, and Leader of the Central Leading Group for Party Construction. And through the aforementioned brainwashing campaign of “learning ideas” and the “Outline” of formulating party regulations, Cai Qi can also intervene in military governance.

Cai Qi is well-known for his actions to clean up the “low-end population” in Beijing and his “bayonet sees red” remarks. He has a tough style, so he is reused. But if its power is so great, is it a blessing or a curse for Xi Jinping? What kind of changes will it bring to the CCP regime?

Changes in the imperial court in Chinese history are often due to the power falling into the hands of eunuchs or foreign relatives. Once there is a slight problem with Xi’s body who refuses to prepare a successor in advance, the power may fall to the Cai family. But other Xi cronies are also gaining strength, such as Prime Minister Li Qiang, whose former official partner Wu Zhenglong was appointed as the “big steward” of the State Council in March. Zhu Hexin, who is rumored to be a member of Executive Vice Premier Ding Xuexiang’s “Nantong Gang” and has just stepped down as chairman of CITIC Group, is expected to take charge of the central bank. He Lifeng, the former head of the National Development and Reform Commission, was promoted to vice premier, and Zheng Shanjie, his former Fujian minister, has taken over the NDRC. Recently, Xi Jinping inspected Guangdong, and it happened that He and Zheng accompanied Xi at the same time. And Wang Xiaohong, the head of the public security, has deployed cronies in the national public security system under the banner of clearing Sun Lijun’s remaining poison. It is also common sense in the world that there will be no friction or even conflict among Xi’s cronies in the future.

In short, as the CCP’s totalitarian rule reaches its limit, although Xi Jinping’s power is temporarily stable, once his health suffers, a “civil war” may occur in Zhongnanhai, leading to the downfall of the CCP. Perhaps, Cai Qi managed to make the CCP’s gang members only have the “surname Xi”, which corresponds to the “extinction” of the CCP, that is, Xi is the last general secretary of the CCP.
