In a written reply today (19th), Cai Ruolian, the Secretary for Education, mentioned that 54 international schools in Hong Kong provided 46,253 places in the 2022/2023 school year and admitted 40,626 students, of which non-local students accounted for 65.9%, the proportion of local students has increased for four consecutive years, from 24.5% to 34.1%, some of which may not meet the requirements of the Education Bureau for 70% of non-local students.

As for how many schools and which schools do not meet the Education Bureau’s requirement of 70% non-local students, “Yahoo News” has inquired from the Education Bureau and is waiting for a reply.

The proportion of local students has increased for four consecutive years, from 24.5% to 34.1%.

The Education Bureau pointed out that due to the impact of the new crown epidemic, some non-local students may return to their original place of residence with their families, resulting in a higher loss rate of non-local students than usual.

International schools operated by the English Schools Foundation, and new schools of international schools that have signed service contracts with the Education Bureau since 2007 due to the allocation of school buildings or land, must enroll no less than 50% of non-local students in accordance with the terms of the service contract. Since 2009, the Education Bureau will increase the proportion to 70%.

According to the definition of the Education Bureau, local students refer to students who have permanent resident status in Hong Kong (with the right of abode in the Hong Kong Special Administrative Region) and do not hold any other valid passports other than the Hong Kong Special Administrative Region passport. Students who do not meet this definition are considered non-local students.

According to the Education Bureau, during the epidemic period, the international school industry, relevant consulates and chambers of commerce have all expressed to the government that they hope to increase the flexible admission of non-local students due to operational difficulties. The Education Bureau stated that as Hong Kong fully returns to normal and actively introduces more foreign investment and talents, it is expected that international schools will gradually increase the proportion of non-local students enrolled.
