It seems that a long time has passed since the national government announced the start of rate segmentation with the aim of “10%” of the users with the highest purchasing power in the country will stop receiving subsidies. But a recent government report revealed that in the case of the electricity tariff, 34% of the country ended up in the segment of total removal of subsidies, which in Neuquén had a much greater impact, close to half of the users and with peaks of up to 71% in some localities.
Data from each of the country’s electricity distributors were included in the Report 135 that the Chief of Staff of the Nation, Agustín Rossi, presented to the Chamber of Deputies days ago and take relevance before the last removal of subsidies that will take place next month.
The document shows that out of a total of nearly 16 million users of the electric power service (exactly 15,916,321), 34% remained in Group 1 of the segmentation and lost all subsidies. In other words, the reduction in public spending ended up being three times what was initially announced by Nación when it launched the segmentation.
But also, the comparison within the country’s distributors revealed that the removal of subsidies was much higher in Neuquén not only compared to the national average, but also in view of the situation in Buenos Aireswhere most of the users are concentrated.
Let’s see by part. Nationwide over almost 16 million users 5,385,520 (34%) remained in Group 1 of removal of services, 7,713,304 (48%) in Group 2 which retains the subsidies for being equated with the Social Tariff.
While in the Group 3, the intermediate sector that pays a rate without subsidies for monthly consumption of more than 300 kWh, were left 2,817,497 users, 18%always with the data corresponding to February of this year.
In it AMBA the figures of the distributors were quite consistent with the average situation of the country. In Edesur 35.4% of users remained in Group 142.6% in Group 2 and 21.8% in Group 3.
while in Edenor Group 1, subsidy removal, reached 33.2%Group 2 at 46.8% and Group 3 at 19.9%.
The removal of subsidies was more marked in Neuquén
But in Neuquén the situation was not like that and in general there were 10% more households that lost subsidies than in the national average and in Buenos Aires.
In the case of Neuquén Provincial Energy Entity (EPEN)in charge of the distribution of a large part of the towns of the province, the 41.8% of users lost subsidies by staying in Group 1. 39.8% remained in Group 2 with fewer resources and 18.3% in Group 3 or intermediate.
The values are similar in the Plottier Public Services Cooperative where 35% of the users maintained the subsidies (Group 2), 23.9% remained in the intermediate group and 42% lost them by being in Group 1.
At the distributor in the city of Neuquén, CALF, almost half of the users lost the subsidies, since Group 1 reached the 43,3%. The intermediate group remained at 25.4% and the one that maintained the subsidies (Group 2) at 31.2%.
Copelco at the top of users without subsidies
as long as the distributor of Cutral Co and Plaza Huincul, Copelco was the one that showed the most striking scenario, given that 71.4% of its users lost subsidies to stay in Group 1.
Only 17% of users remained in the group that maintains state contributions, while 11.5% of Copelco subscribers figure in the intermediate sector.
Leaving the percentage terms, Neuquén distributors that was analyzed add up to 246,212 users, mostly households. Of that total, 116,885 households remained in Group 1, from the removal of contributions.
That is almost half of the users of the electricity service in Neuquén lost their subsidiessince the count reaches the 47,4%.
Las reasons for which a user was assigned to Group 1 are two: he completed the form but exceeded parameters property in your name or family income; or did not enroll in the registry either by their own decision or because they did not know or might not access the registry.
He Registration of Access to Subsidies (RASE) is still open and the declarations can be modified permanently to both request the subsidies and to unsubscribe from them. The registry can be accessed from this link.
The electricity rate in Neuquén is one of the issues that the elected governor, Rolando Figueroa, raised in the Senate, by promoting a project so that from the national government to re-recognize a differential rate for the producing provinces of energy, the old Comahue rate.
