Paritarias: Schiaretti seeks to agree with teachers and offers a 60% increase to July

Under the pressure of the start of the electoral campaign, Governor Juan Schiaretti seeks to agree with the state, with a new offer that in the case of teachers significantly improves the previous one: a 60% “out-of-pocket” increase until July.

The proposal to the UEPC caused discomfort in the SEP, which yesterday received an offer of 50%. The union headed by José Pihen was going to approve the offer this Wednesday, but when he found out regarding the guideline for teachers he suspended the plenary session. Now he demands the same treatment.

The percentage offer is the same for both, but the difference is the bonuses. In the case of teachers, it covers everyone, while for the SEP it includes only agents who did not receive additional charges, which are less than half.

The last proposal that was rejected by the UEPC and the SEP meant an increase of 40% divided into four quotas until June. In this way, the increases entered the half Christmas bonus. Now, the schiarettista negotiators added 10% in one more fee to be paid in July, which will impact in different ways in the different sectors of the provincial public administration.

In the case of teachers, both from the UEPC and provincial government sources assured La Voz that the new offer means a 60% “out-of-pocket” increase for teachers.

A bonus is added to the five 10% installments for all teachers to reach the aforementioned 60% increase for the first semester.

In addition, the Government has already ordered the end of the deferral until December for liabilities that collect assets below 250 thousand pesos.

In the case of the SEP, the union recognized that the increase reached 50%, and that it was surely going to be accepted by an assembly that was going to be held this Wednesday morning.

However, on Tuesday night, following 8:00 p.m., when Pihen found out regarding the proposal for teachers, he made the decision to suspend the plenary session. Now it requires the same offer as for the UEPC.

The leadership of the SEP will meet once more this Wednesday with the Schiarettista officials. It is probable that there will be a rapprochement and the agreement that seemed certain was signed, but that last night was left under some question marks.

Trigger Clauses

The offer also includes two inflation trigger clauses: one in May and another in July.

This guarantee will be applied automatically as follows: if accumulated inflation is higher than 40% in May, the excess will be added to 10%. For example, if the price increase were 42%, the fee for that month will be 12% and not 10% as scheduled.

The mechanism will be repeated in July. If inflation exceeds 50%, it will be added to the last installment of the semi-annual joint agreement.

The teachers will decide next Monday, in a provincial assembly, if they accept or reject the offer.

From the leadership of the union they argue that the offer is “very consistent”. Although no one dares to predict what may happen among the 132 delegates who will vote on the new offer.

For its part, the SEP is experiencing a particular situation. After 30 years of leadership, Pihen will hand over the leadership of the union to whomever he is elected in the April 28 elections.

The current assistant secretary, Sergio Castro, is the favorite in the elections, in which the official White list will face two opposition groups: the Bordó, led by Marcelo Benavidez, and the Green, led by Enrique Márquez.

In this context of union campaign, Pihen swerved last night and demands the same treatment from the provincial government as teachers, who have already rejected three previous offers.

Since last year, when the Province gave a better salary increase to the personnel of the Health sector, for being an “essential service”, in a negotiation with the self-summoned in which Pihen did not participate, the SEP has been claiming under the “if there is money for some, that there is money for all”.

This time pointing to the best official proposal that came for teachers, which the SEP requires that it reach the entire public administration.
