US Treasury Secretary Janet Yellen believes that “Russia must pay for the damage that has been inflicted on Ukraine.” In an interview CNN she said that the United States is discussing with allies how to circumvent legal restrictions on the use of frozen Russian assets.
“This is the responsibility that I think Russia should bear, in the opinion of the world community. This is something we discuss with our partners, but there are legal restrictions on what we can do with frozen (abroad.— “uh”) Russian assets,” the minister explained.
In February, the US announced the transfer to Ukraine of $5.4 million confiscated from Russian businessman Konstantin Malofeev. The Russian Foreign Ministry called it a robbery. The European Union also allowed the confiscation of frozen Russian assets and their transfer to Ukraine, but there is no legal basis for such a measure yet. This has already been recognized, in particular, by the authorities of France and Switzerland.
