This is the substance of the speech of the oldest member René Ze Nguele at the opening of the ordinary session of the upper house on April 11, 2023.
The office of the Senate chaired by Senator René Ze Nguele assisted by his young colleagues, Jeanne Caroline Afane and Michel Kotoko, has just met the challenges of the 3rd term. It is mainly regarding:
-Challenge of strengthening the role of the Senate as a parliamentary chamber intended to pass laws and control the action of the government;
-Challenge of the implementation by the Senate of its institutional mission of representation of the decentralized territorial collectivities;
-Challenge of the active participation of senators in the implementation of our democratic ideal as advocated by the Head of State, Paul Biya.
The oldest member also wanted to be optimistic regarding the ability of the Senate to meet all these challenges and many others for the well-being of the people.
After the solemn opening session, the full session will continue through:
– The verification of incompatibilities by the offices that will be set up for this purpose;
-The solemn presentation of the attributes of senators;
– The effective establishment of the definitive office of the Senate;
-The establishment of general committees.
For a better progress of these activities under the supervision of the office of the dean of age, all the senators are called upon to show proof of availability, diligence and a high sense of responsibility.

This ordinary session of right was held in application of the combined provisions of articles 21, paragraph 1 of the Constitution, 215 paragraph 2 of the Electoral Code and 3 paragraph 2 of the law establishing the internal regulations of the Senate. We note that the Senate meets as of right in ordinary session on the third Tuesday following the proclamation of the results of the senatorial elections by the Constitutional Council. And this Tuesday, April 11 is effectively the third Tuesday following the proclamation of the said results on March 23, 2023.
