Special operations of control and removal of land for use other than residential

The Directorate General of Taxes (DGI) headed by its first official, Daouda Kirakoya, hosted a press conference this Friday, March 31, 2023 at its headquarters in Ouagadougou. The objective was to announce that the technical services of the Ministry of Economy, Finance and Prospective will carry out from April 1 to 30, 2023 throughout the national territory, a control and withdrawal operation, s where applicable, land for use other than residential.

The control and withdrawal of land for use other than housing is an imperative today, assures the Director General of Taxes, Daouda Kirakoya. For him, “the urgency is greater today insofar as land has become a safe haven, an object of speculation and potential sources of latent or open conflicts”. Thus he justified, “for the authorities of the transition, improving land governance appears to be an important lever for social stability”.

Also, according to him, the special operation of control and removal of land for use other than residential “aims to ensure that those who occupy or hold land for use other than residential comply with the four key conditions of enjoyment, which are: the holding of a regular title, the payment of duties and taxes within the time allowed , the development of the land within the time limit of five years maximum, that is to say the realization of the investments provided for the minimum amounts provided, the effective occupation of the land in accordance with its intended destination on the title”.

In addition, the DG of taxes announced that the operation will take place in two phases. The first phase will begin on April 1, 2023 and will concern control and the second phase will take place later and will concern withdrawal.

Thus, with regard to the first phase which should start tomorrow April 1 and end on April 30, the terms according to Daouda Kirakoya are as follows: “at the level of the DGI, office teams will be installed in all the services responsible for the domains, namely the revenue of the domains and land registration in the 09 tax center directorates in Ouaga and the four tax center directorates in bobo, in 43 other provincial capitals, etc.

Mobile teams will also be deployed on the ground to make summary observations of the occupation without evaluating the investments”.

The DG of Taxes also recalled that for this process, the holders of the land, namely those who have been awarded or who have purchased are invited:

“to prepare the necessary documents (title of occupation, receipts of payment and any useful document for the needs of the control) and to submit to the controls according to two options namely (to appear from Monday April 03, 2023 every working day of 8 a.m. to 3 p.m. at the estates and land registration office of the location of the land or fill out the control form and the supporting documents to send it by email to [email protected] or by WhatsApp at the number 72201558)”.

As a reminder, the DGI specialists mean by land for use other than residential, land intended for activities related to housing, that is to say trade, worship, sport, agriculture , etc.
