Why has Phase 1 of the Environmental Contingency been activated?

Nor will they be able to circulate:

- Local or federal cargo vehicles stop circulating between 6:00 a.m. and 10:00 a.m., with the exception of those that are in the CDMX or Edomex Self-Regulation Program.

Vehicle that CAN circulate despite Phase 1 of Contingency
- Electric and hybrid vehicles.
- Cars with hologram 00 or 0.
- Vehicles for private use.
- School transport cars and personnel.
- Vehicles intended for funeral processions.
- Cars for people with disabilities.
- Transportation of waste and hazardous materials.
- Vehicles that transport goods or perishable products.
- Motorcycles are exempt in phase 1 of the environmental contingency.
- Urban service cars that provide emergency medical services such as ambulances, patrols, firefighters, rescue, civil protection and environmental surveillance.
