Thanks to a lively press conference this Monday at its headquarters, the national council of civil society spoke out on the final document of the Constitution. Opportunity also for the organization to give its favorable yes to the referendum which is on the horizon. The police of the debates was led by Mr. Siriman Sacko, secretary general of the National Council of Civil Society.
First of all, the secretary general of the national council of civil society was delighted to have participated in the same capacity as three other members of the organization in the commission to finalize the draft constitution. Participation which allowed them to put on the table, 21 concerns of civil society, 19 of which were taken into account in the final document. “The finalization of the document was a methodical work which made it possible to make an inventory of all the concerns. This, to avoid frustration, ”he said.
According to him, the two concerns not taken into account are the publication of the declaration of assets in the official journal and the non-possibility of having an amnesty in relation to coups d’etat. “We were made to understand that without an amnesty, it would be difficult to have cohesion. As for the declaration of assets, the assurance was given to us because the control structures have access to the files if necessary. But we took note without being in agreement, ”he insists.
In his speech, Ségal made it clear that there have been several advances in the said document. In particular, the recognition of the role of civil society as an element of citizen monitoring. “Article 40 comforts us in our mission. It legalizes us, ”he rejoices.
To these advances, the secretary general added the clarification of the notion of treason by the president; the addition of the environmental component to the economic, social and cultural council; the suppression of the High Court of Justice and the declaration of the assets of the president and the members of the government. Not to mention the end of political transhumance and the creation of the Court of Auditors, which is a requirement of WAEMU, among others.
Even if the debates were stormy around certain concerns like secularism and languages, he finds that the document in the acceptable state. “No human work is perfect”, maintains Mr. Sacko, before mentioning the need for a great popularization of the said document with a view to a referendum at the level of wish. And to conclude by removing any ambiguity as to their participation in the popularization process through the sensitization of members.
