In this regard, the legal article came under No. (35 bis / 4), specifying in detail the licensing procedures, as it stated that it is not permissible for non-doctors to practice the profession of psychotherapy without a license to do so.

According to the article, the license application shall be submitted to the aforementioned committee through a technical secretariat formed by a decision of the Minister concerned with health, which shall undertake the receipt or renewal of license applications. for this law.

The license is valid for seven years, and it is not renewed except following passing an exam for this purpose or obtaining specialized training in accredited bodies to develop his capabilities and clinical skills, according to what the committee determines, and a fee not exceeding one thousand pounds is paid for renewing the license as determined by the executive regulations for this. the law.

Fees are to be paid in cash or by a non-cash payment method.

The law defines “mental health” as a state of psychological and social stability through which the individual can achieve his achievements according to his personal capabilities to be able to deal with the normal stresses of life, and he can work, produce and contribute to the society in which he grows up. A person who suffers from a psychological (neurotic) or mental (psychotic) disorder.

The issuance articles specified the application of the provisions of the law to mental health facilities in hospitals specialized in psychiatry, whether public or private, psychiatric departments in public and private facilities, and medical centers licensed to work in the field of mental health.

The provisions of this law do not apply to private (outpatient) clinics that are not attached to the aforementioned mental health facilities, and are not designated for the detention of mental patients.
