In pursuance of the Decree of the President of the Kyrgyz Republic “On the appointment of elections of deputies of some local keneshes of Naryn, Batken, Osh, Talas and Chui regions” dated February 6, 2023 No. 19, the CEC earlier decided to pilot electronic voting in the Samarkand aiylny kenesh of Batken district of Batken region .
On February 28 and March 1, 2023, meetings of the Central Election Commission were held with residents of the villages of Samarkandek, Ak-Tatyr and Ak-Sai of the Batken district of the Batken region.
During the meetings, residents of Ak-Sai aiyl aimak received requests to use electronic voting in the elections of deputies of Ak-Sai aiyl kenesh, due to the fact that many residents of Ak-Sai village are outside the territory of aiyl aimak.
In this regard, technical consultations were held with the developers of the electronic voting system on the possibility of expanding the geography of testing electronic voting in a pilot mode at the elections of deputies of the Ak-Sai and Ak-Tatyr ayyl keneshes.
In order to create conditions for expanding the possibility of exercising the electoral rights of citizens, taking into account the appeals of residents of the Ak-Sai and Ak-Tatyr ayyl aimaks of the Batken district of the Batken region, the CEC decided to test electronic voting in the elections of deputies of the Ak-Sai and Ak-Tatyr ayyl keneshes.
The Batken TEC, in cooperation with the state administration of the Batken district of the Batken region and the executive bodies of local self-government, was instructed to carry out information and explanatory work on the voting procedure in electronic form among the residents of Samarkandek, Ai-Sai and Ak-Tatyr ayyl aimaks of the Batken district of the Batken region.
The CEC office was instructed to take measures to ensure the acceptance of applications for inclusion in the list of voters for voting in electronic form in the elections of deputies of the Samarkandek, Ak-Sai and Ak-Tatyr ayyl keneshes of the Batken district of the Batken region, including through the Voter’s Office service.
