The effective implementation of the agreement resulting from the Algiers process lags behind. Anything that is partly attributable to the violations noted by the Minister of Reconciliation, Peace and National Cohesion, in charge of the peace agreement. In a letter addressed to the leader of international mediation, the minister in charge of the Algiers agreement accuses the signatory movements of maneuvers and invites the international community to play its role for the effective implementation of the said agreement.
The Minister for Reconciliation did not go with the back of the spoon in his address to the leader of international mediation, no less Algerian Minister in charge of Foreign Affairs and the National Community Abroad Algerian Democratic Republic and Popular. Address which served as a means for him to make observations on the role of the International Mediation and the cases of violations by certain movements.
In his correspondence, he testified to the government’s desire to implement the Algiers agreement, which remains the frame of reference for lasting peace and stability in Mali. This is explained, according to him, by the many efforts made by the latter. In particular the involvement of the signatory movements of the Agreement and its leaders at all major stages in the life of the Nation.
Cases of violations detrimental to the peace agreement!
“Despite this commitment, it is clear that certain movements, precisely those of the CMA, have continued to violate the Agreement for Peace and Reconciliation in Mali, resulting from the Algiers process”, deplores the Minister, before to cite a dozen cases of violations. Among which the installation of General Staffs by certain armed movements in Gourmah in 2020-2021 and the reopening of security posts in the Zones of Kidal, Gao, Ménaka and Timbuktu.
To these cases, the Minister added the illegal issuance of travel permits to gold panning sites; the installation and implementation of security devices on the illegal gold mining sites of N’Tahaka (south of Gao) and north of Kidal and the refusal to receive the doctors in charge of the fight once morest Covid-19 .
And as if that were not enough, he cited so many cases of violations such as actions hindering the optimal functioning of the Battalions of the Reconstituted Armed Forces (BATFAR); the occupation and the organization of meetings in Anéfis; the operationalization of an Islamic tribunal in Kidal and which has already deliberated on the case of two elements of the BATFAR of Kidal and the increasingly manifest collusion with terrorist groups, in violation of the relevant resolutions of the Security Council of the United Nations .
According to Minister Wagué, these flagrant cases of violation of the Agreement are “all the more worrying as they have not given rise to any condemnation from the International Mediation and their perpetrators have never been called to order”. . “I am pleased to recall that the International Mediation, as the political guarantor of the Agreement and of compliance with its provisions by the Parties, must fully play its role for its effective implementation”.

Visibly amazed, Colonel Wagué finds that “the attitude of certain movements, followed by the absence of reaction from the mediation, casts a discredit on the latter. This situation hampers the tireless efforts of the international mediation for peace and reconciliation in Mali, thus allowing the enemies of peace to forge a feeling of impunity”.
However, the Minister denounced the fact that the structures responsible for supporting the implementation of the Agreement, in particular MINUSMA, the Independent Observatory and the International Group of Experts for the sanctions concerning Mali, have never fulfilled expectations. “Indeed, the inaction of the first, the silence of the second on the violations carried out by certain movements as well as the propensity of the third to exceed its mandate raise the question of the relevance of these structures”, he suggested.
