The Ministry of Public Function responded to the Superior Audit Office of the Federation regarding the observations received.
Tlaxcala, Tlax, February 26, 2023 (Editorial). – The Tlaxcalteca Institute of Elections (ITE) ruled out that it had incurred in financial anomalies, derived from observations made by the Superior Audit of the Federation (ASF) for fiscal year 2021; and highlighted that the corresponding Public Account was approved by the Supreme Oversight Body (OFS), as stated in the respective Agreement of the Legislative Power, approved on August 16, 2022.
The observations made by the ASF were received, attended to and duly forwarded to the State Government’s Civil Service Secretariat, which, in turn, notified that federal body, as the state agency officially reported to this authority on February 23. of 2023.
In its response brief, the ITE specified to the ASF that the National Public Bidding Procedures 03, 04 and 05, corresponding to the acquisition of training materials and electoral documentation for the 2020-2021 Ordinary Local Electoral Process, were initiated in 2020. , although the payments were made until 2021, to guarantee the provision of basic inputs for the development of elections, such as ballots.
The foregoing, due to the shortage of companies that produce material and documentation to meet the demand for the election of 19,915 federal and state positions renewed that year throughout the country. Not having completed the procedure sufficiently in advance would have jeopardized the supply of ballots for the June 6, 2021 election.
This body also responded to the ASF that it has resorted to invitations to at least three suppliers in the case of the aforementioned items because it is a procedure provided for by law, duly resolved by the Acquisitions, Leasing and Services Committee of this body.
Likewise, it reported that the economic resources corresponding to the payment of this documentation and materials were duly delivered to the companies, and that the operations are supported with the corresponding vouchers (CFDI).
Regarding the report on the destination of the resources received by political parties, this authority specified that its competence is limited to the calculation and administration of the prerogatives to political institutes, since, as provided for in the Political Constitution of the United Mexican States, The National Electoral Institute (INE) is the only authority empowered to oversee these entities.
This authority will remain attentive to the response of the ASF regarding these observations that have been accompanied by the corresponding supporting documentation, and in the disposition to complement the information that is necessary.
