In a document dated January 4, 2013 and entitled “Morocco-EP/Action plan with regard to the European Parliament/2013”, the former Representative of Morocco to the EU, Menouar Alem, proposes to organize a “seminar on advanced regionalization in Morocco”. “The initiative was ‘welcomed’ by Antonio Panzeri, President of the Maghreb Delegation and co-President of the Morocco-EU Joint Parliamentary Commission and ‘assured us of his support for its implementation’, he said.
He recalls “the fundamental need to urgently establish a Morocco-EU friendship group within the Moroccan Parliament. The creation of this parliamentary body might support and strengthen a working meeting with the Moroccan Parliament to examine this issue.
Menouar Alem proposes “the creation of a lobbying agency”. This “will contribute to strengthening Morocco’s influence within the EU institutions, in particular the EP. This agency might act to support diplomatic-parliamentary action aimed at promoting and defending Morocco’s interests within the framework of the Morocco-EU Partnership”.
For him, “there is reason to reflect on the advisability of establishing a Moroccan-European parliamentary coalition, which can operate as a pressure network composed of European deputies, MEPs, deputies and Moroccan advisers, in order to defend the supreme interests of the Kingdom, like the proposal made by the Ministry for the establishment of an international alliance to support issues of interest to our diplomacy”.
