The brand new block of senators from Federal Unity, made up of four Peronists who left the Frente de Todos and the schiarettista Alejandra Vigo, will promote at least three bills linked to the “federal agenda” and will press with these initiatives when negotiating with the two main forces.
Federal Unit made its debut in the preparatory session this Thursday and let it be known that it will evaluate its presence in the venue session by session. The participation of these senators will be keysince the ruling party lost the first minority and was left with six legislators in the quorum, which is 37.
For this reason, the wayward Peronists will use as a bargaining chip a series of initiatives of interest to the provinceswhich until now have not been taken up by the Government and have not found a place on the agenda of the Senate, where judicial issues predominated.
One of those projects is called “federal ticket”which seeks to modify the distribution system of public transport subsidies to generate greater equity between the Metropolitan Area of Buenos Aires (AMBA) and the interior of the country.
Vigo presented the project at the end of April 2022, as he had promised in the electoral campaign, and obtained the support of two senators from Together for Change: Alfredo Cornejo from Mendoza, who chairs the interblock, and Beatriz Ávila from Tucumán.
The proposal sets three objective parameters for the distribution of subsidies: the number of transport units enabled, the kilometers traveled and the number of agents affected by the service.
The fact is that there are two other similar projects presented by members of the Frente de Todos, Sergio “Oso” Leavy from Salta and Rubén Uñac from San Juan. In November, the three initiatives began to be discussed in commissions and the senators agreed to summon officials from the area, but the debate was paralyzed.
Something similar happened in the Chamber of Deputies, where there was a principle of agreement between all the blocks to advance in a comprehensive reformbut in the end they might only agree on an emergency increase in subsidies, in the midst of the crisis that led to forceful measures in some provinces.
Other themes
Another topic of interest to the Federal Unit is that of the “warm zones”, that is, a reduction in the electricity rate in the provinces of the Norte Grande. The claim arose following Congress approved, in mid-2021, the “cold zones” law, which subsidized the gas rate by up to 50% in all of Mendoza and towns in eleven other provinces with low temperatures.
From the Frente de Todos they do not rule out putting on the agenda this year the law of “warm zones”. “It’s a fair claim”said a senator of high prominence of the interblock at the end of the preparatory session this Thursday, where the authorities of the Chamber were ratified.
On this subject there is a project by Kueider from Entre Ríos, but also two others by Leavy from Salta and the ex-governor from Catamarca, Lucía Corpacci.
On the other hand, Senator Vigo will insist on her project to transfer the water and energy borrowers in the AMBA (AySA, Edenor and Edesur) from the National State to the orbit of the province and the City of Buenos Aireswith the objective that the interior of the country “stop subsidizing” the services provided in the Metropolitan Area.
The proposal was presented in April of last year and, until now, Schiarettismo promoted it alone.
